FORMAL PROCEDURES FOR PERSONS ARRIVING AT THE UNIVERSITY OF SZCZECIN UNDER THE FREEMOVER MOBILITY REGULATIONS

I. General information

  1. A freemover is a student of a foreign higher education institution who undertakes a paid, short-term form of education (participation in selected classes) at the University of Szczecin, hereinafter referred to as “the US”, carried out within one or two semesters in one academic year.
  2. Participation in the freemover mobility does not require signing any agreement between the student’s home university and the US.
  3. A person participating in the freemover mobility does not acquire the status of a student of the US and is not entitled to obtain a diploma from the US.
  4. An appointed employee of the International Relations Department, hereinafter referred to as “the IRD”, is responsible for administrative matters.

II. Application deadlines
Deadlines for submitting applications for the freemover mobility, hereinafter referred to as “the application”, are as follows:

  • for the winter semester of a given academic year or for a full academic year – from 1st to 30th April of the calendar year in which the mobility begins;
  • for the summer semester of a given academic year – from 1st to 31st October of the calendar year preceding the start of mobility.

III. Fees

  1. The registration fee is €100 and is non-refundable. It must be paid within 7 days of submitting the application to the bank account specified by the US.
  2. The tuition fee is €50 per 1 ECTS credit for each course, payable after the application has been approved, based on an invoice issued by the US (within the payment deadline specified on the invoice, which shall not be shorter than 14 days).
  3. Application for which the registration fee has not been paid will not be considered, and the candidate will be informed of this fact by the IRD.
  4. If the tuition fee is not paid by the date indicated on the invoice, the freemover loses the right to participate in classes. This is considered a withdrawal from the mobility. The IRD will inform the freemover of this fact.

IV. Application and qualification procedure

  1. The candidate submits an application online via the DreamApply system, hereinafter referred to as ”the DA”.
  2. The following documents shall be attached to the application in the DA:
    • confirmation of student status at a foreign higher education institution with at least the first year of higher education completed (in English);
    • Learning Agreement, hereinafter referred to as ”the LA” (the US template), signed by the applicant and their home university. The candidate must select courses from the US freemover educational offer for the given academic year, comprising at least 15 ECTS credits per semester;
    • a scan of a valid passport or identity card;
    • European Health Insurance Card (EHIC) or equivalent private health insurance, valid for the entire duration of the planned mobility in Poland;
    • certificate of English language proficiency at least at B2 level of the Common European Framework of Reference for Languages (CEFR) issued by an accredited institution; list of recognised certificates.
  3. Within 30 days of submitting a complete application and paying the registration fee, the application is formally verified by the IRD, and the LA is verified by the international exchange coordinator of the relevant faculty of the US.
  4. Information about the candidate qualification or rejection of the application is sent by email by the IRD to the email address provided by the candidate in the application.
  5. Qualified candidate receives an agreement for the provision of educational services as part of short-term freemover mobility from the IRD.
  6. The candidate returns the signed agreement for the provision of educational services (in the original, i.e. by traditional mail) to the IRD within 3 weeks of its receipt.
  7. After concluding the agreement, the qualified candidate receives an invoice for the tuition fee from the IRD. Proof of payment must be attached in the DA.
  8. After confirming the payment of the tuition fee, the qualified candidate receives a letter of acceptance from the IRD entitling them to implement the mobility.

V. Rights and obligations of the freemover

  1. The freemover is not entitled to:
    • apply to the US for student benefits from funds allocated for this purpose from the state budget, namely rector’s scholarship, social scholarship, financial aid;
    • receive the US student ID card;
    • be accommodated in a dormitory on the terms specified for the US
  2. The freemover is obliged to:
    • attend classes and obtain grades for these classes in accordance with the rules set out in the applicable articles Study Regulations of the University of Szczecin (especially: 6, 7, 10, 12, 15, 20, 22, 24, 29 [excluding point 1 subpoints 2–4, 7–9, 12–14, 17–19 and point 2 subpoint 1d], 30 [excluding points 4, 5, 9, 10], 35 [excluding points 4, 5, 7, 12], 36, 38, 39, 40, 41 [excluding points 2, 3], 42, 43, 45, 46, 48, 49, 50, 51, 52) as of the start date of the mobility;
    • comply with the internal regulations of the US, including the Statutes of the University of Szczecin;
    • pay the tuition fee.
  3. The freemover has the right to:
    • study for a period not exceeding two semesters;
    • accommodation in a dormitory on commercial terms;
    • use an account in the US’s electronic system.

VI. Implementation of mobility

  1. The freemover shall complete the courses in accordance with the LA.
  2. Courses shall be credited on the basis of the transcript of records.
  3. The freemover shall not be entitled to repeat a course failed in the resit session.

VII. Amendment to the Learning Agreement

  1. In exceptional circumstances, considered on an individual basis, the freemover may amend the LA.
  2. Amendments to the LA must be approved by the international exchange coordinator of the relevant faculty of the US.
  3. If the amendment to the LA involves a change in the number of ECTS credits, the IRD shall send a corrective invoice to the freemover.
  4. If the additional tuition fee is not paid by the date specified in the corrective invoice, the freemover loses the right to participate in classes. This is considered a withdrawal from the mobility. The IRD informs the freemover of this fact.

VIII. End of the freemover mobility

  1. In the event of non-completion of mobility, in particular:
    • discontinuation of participation in classes,
    • failure to pass courses,
    • submission of a written resignation from the mobility for reasons for which the US is not responsible or caused by force majeure,

    the mobility shall be considered terminated without issuing the transcript of records. In such a case, the freemover shall not be entitled to a refund of the tuition fee paid.

  1. In the event of a written resignation, the US may consider refunding part or all of the tuition fees paid by the freemover on the basis of a written, reasoned request by the freemover. The resignation with justification should be addressed to the vice-rector responsible for education, but submitted to the IRD.
  2. After obtaining grades for the classes and the transcript of records from the faculty, the person participating in the freemover mobility shall report to the IRD in order to receive the confirmation of the dates of their stay.
