Studia

1. Do wyjazdu na studia (SMS) w Programie Erasmus+ uprawnione są osoby:
   • formalnie zarejestrowane w Uniwersytecie Szczecińskim (US) jako studenci kierunku studiów prowadzących do otrzymania dyplomu studiów licencjackich/inżynierskich, magisterskich lub jako uczestnicy studiów doktoranckich/doktoranci w Szkole Doktorskiej Uniwersytetu Szczecińskiego (SD),
   • które pomyślnie przeszły proces rekrutacji i zostały zakwalifikowane do wyjazdu.
2. W momencie wyjazdu osoba zakwalifikowana do wyjazdu na studia w programie Erasmus+ powinna mieć ukończony co najmniej pierwszy rok studiów I stopnia.
3. W trakcie trwania wyjazdu na studia w programie Erasmus+ student/doktorant nie może przystąpić do egzaminu dyplomowego/obrony pracy dyplomowej/doktorskiej.
4. Wyjazd na studia może być zrealizowany do uczelni partnerskich z krajów uczestniczących w Programie Erasmus+, tzw. krajów programu i krajów partnerskich uwzględnionych w Przewodniku po Programie.
5. Wyjazd na studia w Programie Erasmus+ może być zrealizowany tylko w ramach umowy z uczelnią partnerską, która przewiduje mobilność studentów/doktorantów „wyjazd na studia” i podpisaną przed rozpoczęciem kwalifikacji. Uczelnia partnerska w krajach programu musi posiadać tzw. Kartę ECHE (Erasmus Charter for Higher Education), przyznaną przez Komisję Europejską, ważną na rok akademicki 2022/2023, uprawniającą do uczestnictwa w Programie. Uczelnia partnerska spoza krajów programu musi być instytucją szkolnictwa wyższego uznaną przez odpowiednie organy.
6. W związku z opóźnieniami we wprowadzaniu Erasmus Without Paper, studenci mogą być zakwalifikowani do wyjazdu w ramach umów przedłużonych na rok 2022/2023 w formie wymiany wiadomości mailowych między US a uczelnią przyjmującą. Jednakże wyjazd będzie możliwy do zrealizowania wyłącznie po podpisaniu tej umowy przez odpowiedniego koordynatora ds. wymiany międzynarodowej w Erasmus Dashboard nie później niż 30/09/2022.
7. Okres studiów w uczelni partnerskiej trwa od dwóch do dwunastu miesięcy (obejmuje jeden lub dwa semestry akademickie) i jest realizowany w ramach danego roku akademickiego.
8. Studenci/doktoranci powinni mieć zagwarantowane uznanie okresu studiów zrealizowanych w uczelni partnerskiej za równoważny z okresem studiów w US. W tym celu stosuje się European Credit Transfer System (ECTS).
9. Wyjazd na studia w Programie Erasmus+ można zrealizować wielokrotnie w całkowitym okresie studiowania, przy czym maksymalny łączny okres pobytu na studiach oraz/lub praktyce wynosi 12 miesięcy na każdym stopniu studiów (I, II lub III), a w przypadku studenta jednolitych studiów magisterskich – 24 miesiące. W każdym przypadku od maksymalnego łącznego okresu stypendialnego zostanie odjęty okres, przez który student/doktorant przebywał w przeszłości jako stypendysta LLP-Erasmus lub Erasmus+ (ze stypendium lub bez).
10. Realizacja wyjazdu musi nastąpić zgodnie z zasadami określonymi w przewodniku po Programie Erasmus+: https://erasmusplus.org.pl/brepo/panel_repo_files/2021/11/24/1m3t1s/2022-erasmusplus-programme-guide-pl.pdf
    oraz z wytycznymi Narodowej Agencji Programu w Polsce (NA) – Fundacji Rozwoju Systemu Edukacji (FRSE): https://erasmusplus.org.pl/sektory/szkolnictwo-wyzsze/akcja-1-mobilnosc-edukacyjna

11. Podstawowymi kryteriami kwalifikacji są:
    • wyniki w nauce – średnia ocen za okres ostatniego ukończonego semestru studiów – minimum 3,0;
    • znajomość języka, w którym realizowane będą studia na uczelni partnerskiej, co najmniej na poziomie określonym w umowie z uczelnią partnerską.

    Dodatkowo kandydaci mogą otrzymać 0,5 punktu za szczególne osiągnięcia, działalność na rzecz uczelni, etc.
    Znajomość języka obcego jest warunkiem koniecznym do zakwalifikowania do wyjazdu na studia, natomiast kryterium średniej ocen warunkuje przyznanie dofinansowania w przypadku ograniczonych środków przyznanych US z NA.

12. Kwalifikacja na wyjazd na studia w Programie Erasmus+ odbywa się dwuetapowo:
    • Kwalifikacja prowadzona na wydziale, z którego student/doktorant będzie chciał zrealizować wyjazd, przez koordynatorów ds. wymiany międzynarodowej lub w SD przez koordynatora szkoły doktorskiej ds. wymiany międzynarodowej,
    • Weryfikacja znajomości języka obcego, w którym realizowane będą studia na uczelni partnerskiej.

    Informacja o terminach i kryteriach kwalifikacji jest ogólnie dostępna dla potencjalnych kandydatów na wyjazdy poprzez ogłoszenia na wydziałach m.in. poprzez zamieszczenie informacji na stronie internetowej.

13. Kwalifikacja dotyczy jednego kierunku studiów. Studenci zarejestrowani na kilku kierunkach zobowiązani są do uregulowania kwestii swojej nieobecności w sposób przyjęty na danym wydziale (indywidualna organizacja studiów, urlop dziekański).
14. Podstawowa kwalifikacja wydziałowa na oba semestry roku akademickiego 2022/2023 (zarówno na semestr zimowy, jak i semestr letni) odbywa się w terminie 01 lutego 2022r. – 14 marca 2022r. Dodatkowa kwalifikacja prowadzona jest w terminie 01– 23 maja 2022r. Dodatkowa kwalifikacja dotyczy przede wszystkim wyjazdów realizowanych w semestrze letnim. Wyjazdy w semestrze zimowym będą realizowane pod warunkiem, że będzie możliwe dotrzymanie terminów przesyłania zgłoszeń wyznaczonych przez uczelnie partnerskie.
15. Osoby przystępujące do kwalifikacji wypełniają formularz aplikacyjny on-line w systemie DreamApply (DA). W zgłoszeniu należy uwzględnić dokumenty: potwierdzające uprawnienie do stypendium socjalnego US, potwierdzające stopień niepełnosprawności i posiadane certyfikaty/uprawnienia językowe oraz potwierdzające szczególne osiągnięcia. W przypadku studentów 3 roku studiów pierwszego stopnia, którzy planują wyjazd z innego wydziału, na którym będą kontynuować studia na drugim stopniu, muszą oni dodatkowo załączyć w DA skan zaświadczenia z dziekanatu obecnego ich wydziału o średniej ocen z ostatniego ukończonego semestru studiów oraz oświadczenie wg wzoru US o planach kontynuacji nauki na wydziale, na którym aplikują.
    Przesłanie zgłoszenia w DA nie jest równoznaczne ze zgłoszeniem w uczelni partnerskiej.
    Student/doktorant może w ramach jednego okresu (semestr zimowy / cały rok / semestr letni) dokonać w DA wyboru maksymalnie 3 różnych uczelni.
16. Średnia ocen uzupełniana jest przez dziekanat w DA. Punktacja za dodatkowe osiągnięcia uzupełniana jest przez koordynatora ds. wymiany międzynarodowej/koordynatora szkoły doktorskiej ds. wymiany międzynarodowej w DA. Decyzję o zakwalifikowaniu podejmuje komisja kwalifikacyjna na poziomie wydziału lub w ramach SD składająca się z trzech osób (gdy liczba koordynatorów na wydziale nie przekracza trzech) albo pięciu osób (gdy koordynatorów wyznaczonych na danym wydziale jest trzech lub więcej), w tym:
    • w przypadku wydziałów US – wszystkich koordynatorów ds. wymiany powołanych dla dyscyplin prowadzonych  przez dany wydział oraz Prodziekana ds. studenckich/Dziekana danego wydziału,
    • w przypadku SD – koordynatora szkoły doktorskiej ds. wymiany międzynarodowej oraz Zastępcy/Dyrektora SD, wydziałowych pełnomocników rektora ds. studiów doktoranckich.

    Komisja powinna wyznaczyć przewodniczącego. Decyzja o zakwalifikowaniu komisji następuje poprzez nadanie statusu „nominowany” w DA oraz stworzenie protokołu z posiedzenia komisji według zatwierdzonego wzoru. Protokół z posiedzenia komisji wraz z listą rankingową osób zakwalifikowanych jest dostarczany do Działu Spraw Międzynarodowych (DSM) przez przewodniczącego komisji w formie elektronicznej w dwóch wariantach:

    • plik Excel wygenerowany na podstawie danych z systemu DA,
    • w formie e-mail, w którym protokół stanowi część wklejoną do jego treści (nie w załączeniu) z zebranymi wcześniej potwierdzeniami uzyskanymi od całego składu komisji, przesyłany do osoby kontaktowej przez przewodniczącego komisji
      

    najpóźniej do 21 marca 2022r. dla kwalifikacji podstawowej oraz najpóźniej do 07 czerwca 2022r. dla kwalifikacji dodatkowej.

17. Kandydatowi przysługuje prawo odwołania się od decyzji Komisji w terminie 5 dni roboczych od ogłoszenia wyniku kwalifikacji, do Prorektora ds. Organizacji, którego postanowienie jest ostateczne.
18. Osoby, które pomyślnie przeszły kwalifikację na poziomie wydziału/SD, przystępują do weryfikacji języka obcego na zasadach określonych przez DSM.
19. Osoby zakwalifikowane informowane są przez DSM (osobę kontaktową dla SMS) o dalszych formalnościach i dokumentach dotyczących wyjazdu. Informacje przekazywane są drogą mailową lub/i poprzez DA.

20. Osoby wyjeżdżające na studia do uczelni partnerskich otrzymują dofinansowanie w postaci grantu, którego miesięczna stawka uzależniona jest od docelowego kraju pobytu na stypendium. Stypendium wypłacane jest tylko za czas fizycznego pobytu w kraju uczelni goszczącej, a minimalny pobyt wynosi 2 miesiące. Uczestnikowi realizującemu kształcenie lub jego część w formie zdalnej/on-line/wirtualnej z kraju macierzystego (bez wyjazdu za granicę) stypendium na ten czas trwania tej formy kształcenia nie przysługuje.
21. Stawki dla długoterminowych wyjazdów studentów na studia do krajów programu:

23. Stawki na wsparcie indywidualne na koszty podróży dotyczą tylko studentów/doktorantów podróżujących do krajów partnerskich z regionów 1-4 i 6-13 wymienionych w Przewodniku po programie Erasmus+. Kwota ryczałtu na koszty podróży zależna jest od odległości dzielącej miejsce rozpoczęcia podróży (siedziba US, tj. Szczecin) do miejsca docelowego (lokalizacja instytucji przyjmującej) według następujących stawek:

24. Jeżeli podróż w obie strony przebiega środkami transportu o niskiej emisji tzw. „green travel”, czyli najdłuższe odcinki trasy pokonywane są za pomocą autobusu/autokaru, pociągiem lub poprzez wspólne korzystanie z samochodu, osoby którym przysługuje ryczałt na koszty podróży mogą ubiegać się o dodatkowe wsparcie indywidualne na koszty utrzymania na maksymalnie dodatkowe 4 dni w podróży, oraz ryczałt na koszty podróży w wysokości  stawki obejmującej „green travel”:

    Osoby, które nie są uprawnione do otrzymania standardowego ryczałtu na koszty podróży oraz które dłuższe odcinki trasy pokonują środkami transportu o niskiej emisji tzw. „green travel”, czyli ponad połowę podróży (licząc w obie strony) pokonują autobusem/autokarem, pociągiem lub poprzez wspólne korzystanie z samochodu, są uprawnione do uzyskania jednorazowo 50 EUR jako dodatku do wsparcia indywidualnego z tytułu spełnienia wymogów związanych z „green travel”. Dodatkowo otrzymują wsparcie indywidualne do 4 dni na podróż w obie strony, jeśli dotyczy.
    Zasady rozliczania „green travel” są dostępne na stronie DSM.

25. Osoby, które udokumentują w aplikacji DA, że w momencie kwalifikacji wydziałowej są uprawnione przez US do otrzymywania stypendium socjalnego i/lub posiadają stwierdzony stopień niepełnosprawności, otrzymują wsparcie indywidualne o podwyższonej stawce w kwocie dodatkowego 250 € / miesiąc, niezależnie od kraju docelowego.

26. Okres dofinansowania określa umowa stypendialna dotycząca wyjazdu, przy czym maksymalnym okresem pobytu w instytucji przyjmującej dofinansowywanym przez uczelnię jest 4,5 miesiąca (135 dni) w przypadku wyjazdu semestralnego i 9 miesięcy (270 dni) w przypadku wyjazdu rocznego. Dofinansowanie podróży „green travel” nie wlicza się do okresu pobytu w instytucji przyjmującej.
27. Przyznanie środków jakie uczelnia otrzymuje na realizację długoterminowych wyjazdów studentów na studia następuje poprzez proporcjonalny podział środków w skali wydziałów, wg kolejności listy rankingowej począwszy od wydziału o najmniejszym udziale studentów/doktorantów zakwalifikowanych w kwalifikacji podstawowej względem pozostałych wydziałów.
28. Rezerwa finansowa powstaje np. w wyniku krótszych okresów mobilności niż planowane lub rezygnacji studentów/doktorantów z wyjazdu. Rozdysponowanie rezerwy następuje analogicznie do redystrybucji puli podstawowej.
29. Pierwszeństwo przy przyznawaniu środków będą miały osoby zakwalifikowane w kwalifikacji podstawowej oraz dodatkowej przed osobami zakwalifikowanymi w ewentualnych kolejnych kwalifikacjach.
30. Przyznanie środków na przedłużenia okresu mobilności  będzie mogło nastąpić po przyznaniu środków na podstawowy okres pobytu wszystkim zakwalifikowanym, określony w ustępie 26 niniejszych zasad.
31. Przyznany uczestnikowi grant/wsparcie indywidualne stanowi dofinansowanie, którego celem jest wyrównanie różnicy pomiędzy kosztami utrzymania w kraju a kosztami utrzymania w kraju uczelni przyjmującej. Grant nie zakłada pokrycia pełnych kosztów związanych z pobytem za granicą.
32. W miarę możliwości uczelnia podejmie starania, żeby zwiększyć wysokość środków na wyjazdy studentów/doktorantów na studia (SMS) poprzez dokonanie przeniesień z puli środków przyznanych na wsparcie mobilności (OS), poprzez ubieganie się o dodatkowe środki przyznawane przez FRSE w procesie redystrybucji.

33. Osoba zakwalifikowana na wyjazd staje się formalnie beneficjentem programu Erasmus+ – wyjazd na studia, podpisując umowę stypendialną. Umowa stanowi podstawę do przekazania kwoty grantu na rachunek bankowy, którego numer podano w formularzu aplikacyjnym DA. W umowie wyszczególniona jest stawka i całkowita kwota otrzymanego grantu, termin pobytu, okres finansowania oraz wzajemne zobowiązania studenta/doktoranta i uczelni macierzystej.
34. Uczestnik najpóźniej na 14 dni przed planowanym terminem rozpoczęcia mobilności podpisuje umowę finansową z uczelnią macierzystą.
35. Mobilności zaplanowane przez uczestnika do kraju pochodzenia mogą być realizowane w przypadku braku innych chętnych na realizacje mobilności. Student/doktorant wyjeżdżający do kraju pochodzenia ma mniejsze szanse na zdobycie dodatkowych kompetencji kulturowych, społecznych i językowych.
36. Warunkiem podpisania umowy stypendialnej jest:

• przesłanie przez osobę zakwalifikowaną zgłoszenia/aplikacji do uczelni partnerskiej, 
• załączenie do formularza w DA:
  • wygenerowanego Porozumienia o Programie Studiów – On-line Learning Agreement (OLA) część „BEFORE THE MOBILITY” – podpisanego przez studenta/doktoranta i zatwierdzonego wszystkimi elektronicznymi podpisami:
    • właściwego koordynatora ds. wymiany międzynarodowej w przypadku osób studiujących na wydziałach US,
    • koordynatora szkoły doktorskiej ds. wymiany międzynarodowej oraz zastępcy dyrektora SD w przypadku osób kształcących się w SD,
    • przedstawiciela uczelni goszczącej;

  • zgody macierzystego wydziału/SD na wyjazd. Warunkiem wyjazdu jest uzyskanie zgody władz dziekańskich (studenci I i II stopnia)/pełnomocnika ds. studiów doktoranckich (słuchacze studiów doktoranckich)/dyrekcji SD, o którą można wnioskować po pozytywnym zdaniu sesji egzaminacyjnej w semestrze poprzedzającym wyjazd. Studenci/doktoranci uczęszczający na seminaria powinni ponadto poinformować promotorów o wyjeździe oraz uzgodnić sposób kontaktu i rozliczenia seminarium. Studenci/doktoranci są również zobowiązani do uzgodnienia sposobu zaliczenia ewentualnych różnic programowych;
  • w przypadku studentów/doktorantów ostatnich roczników – zgody promotora na wyjazd, jeśli dotyczy;
  • listu/maila akceptacyjnego z uczelni przyjmującej potwierdzającego przyjęcie zgłoszenia/aplikacji;
  • dokumentów poświadczających wymagany zakres ubezpieczenia: obowiązkowo ubezpieczenie zdrowotne, ubezpieczenie od następstw nieszczęśliwych wypadków, obejmujące transport medyczny oraz ubezpieczenie od odpowiedzialności cywilnej;
  • informacji z instytucji przyjmującej, w jakiej formie prowadzone będą zajęcia, forma zajęć on-line/zdalna nie uzasadnia konieczności wyjazdu; konieczność realizacji mobilności w formie fizycznej/na miejscu, czyli z koniecznością wyjazdu wynika z potwierdzenia przez uczelnię goszczącą, że przynajmniej jeden wybrany przez studenta przedmiot/komponent będzie prowadzony w formie tradycyjnej, tj. z koniecznością udziału na miejscu.

37. Liczba punktów ECTS powinna wynieść od 28 do 32 punktów na semestr za przedmioty/komponenty realizowane w uczelni przyjmującej w zależności od liczby punktów ECTS przewidzianych dla konkretnego programu studiów w semestrze, w którym mobilność jest przez studenta realizowana. Przyjmuje się, że z okresem studiów za granicą w wymiarze pełnego roku akademickiego wiąże się obowiązek uzyskania 60 punktów ECTS. Jeśli na etapie przygotowania OLA okazuje się, że występują różnice programowe do zaliczenia przez studenta po powrocie, to liczbę punktów przynależną tym przedmiotom odejmuje się od liczby punktów przypadającej na semestr (np. 30 punktów ECTS minus 9 punktów ECTS za różnicę, pozostaje 21). Minimalna liczba punktów ECTS pozwalająca na zatwierdzenie OLA wynosi 21 (tabela A i B). Wyjątek mogą stanowić uczestnicy programu, u których różnica programowa dotyczy tylko jednego przedmiotu o wartości powyżej 9 punktów ECTS, zaleca się jednak wówczas realizację przedmiotów nadprogramowych/dodatkowych. Studenci/doktoranci powinni zostawiać 1 egzemplarz OLA w dziekanacie.

Informacje dodatkowe:

• do katalogu różnic programowych zalicza się takie przedmioty jak: na kierunkach filologicznych tłumaczenia z języka polskiego i odwrotnie, metodyka nauczania języka obcego, dydaktyka, część praktyczna – nauczanie w szkole;
• różnicę programową może stanowić seminarium jeśli promotor nie wyrazi pisemnej zgody na realizację przez studenta jego ekwiwalentu na uczelni przyjmującej; ekwiwalentem mogą być seminaria, konwersatoria i inne formy różniące się od wykładów, zakładające czynny udział studenta w merytorycznych dyskusjach;
• o uznaniu przedmiotu w programie studiów US za różnicę programową decyduje właściwy koordynator ds. wymiany międzynarodowej na wydziale/w SD, po porównaniu sylabusów umieszczonych w ofercie innych uczelni, biorąc pod uwagę znaczące różnice w efektach kształcenia/uczenia się uniemożliwiające realizację tego przedmiotu za granicą, w uczelni partnerskiej.

38. Przed wyjazdem na stypendium student/doktorant jest zobowiązany do wykonania testu językowego w platformie Online Linguistic Support (OLS).
39. Umowa dotycząca wyjazdu na studia zawierana jest na okres wynikający z umowy z uczelnią partnerską, tj. semestr lub 2 semestry (1 rok akademicki). Osoba, która zaaplikowała na pobyt semestralny w ramach umowy rocznej podpisuje umowę stypendialną na jeden semestr. Doktorant, w zależności od terminów wynikających z umowy z uczelnią partnerską, może wyjechać na semestr lub dwa semestry.

40. Stypendysta ma prawo do dokonania zmian w OLA polegających na zamianie przedmiotów, ich odrzuceniu lub dodaniu w terminie nie później niż do 4 tygodni od rozpoczęcia zajęć.
41. W przypadku, gdy z OLA w tabeli A zostaje usunięty przedmiot, którego nie ma możliwości zastąpienia innym przedmiotem zgodnym z realizowanym programem studiów – odpowiednikiem w tabeli B, przedmiot powinien zostać zrealizowany po powrocie w uczelni macierzystej.
42. Jeśli student/doktorant realizuje przedmioty dodatkowe w uczelni goszczącej tj. poza kierunkiem studiów, uznanie tych przedmiotów następuje na podstawie OLA i jest uwzględnione w suplemencie do dyplomu.
43. Zmiany mogą być wprowadzone pod warunkiem uzyskania zgody macierzystego wydziału (koordynatora ds. wymiany międzynarodowej) lub SD (koordynatora szkoły doktorskiej ds. wymiany międzynarodowej) w terminie 1 miesiąca od rozpoczęcia zajęć w uczelni partnerskiej. Niedopuszczalna jest sytuacja, w której student/doktorant zmienia samowolnie przedmioty nie informując o zmianach uczelni i powraca z zaliczeniami nieodpowiadającymi zatwierdzonemu OLA. Może to zostać potraktowane jako niedotrzymanie warunków umowy i prowadzić w konsekwencji do konieczności zwrotu grantu oraz nieuznania zrealizowanych, ale niezaakceptowanych uprzednio przedmiotów.
44. Aby wprowadzić zmiany w OLA należy:

• jak najszybciej (początek semestru) skontaktować się z koordynatorem ds. wymiany/koordynatorem SD (poczta elektroniczna) i uzyskać wstępną zgodę na proponowaną zmianę,
• wypełnić OLA część „DURING THE MOBILITY”, uzyskać potwierdzenie od właściwego koordynatora ds. wymiany międzynarodowej na US,
• Uzyskać potwierdzenie OLA część „DURING THE MOBILITY” od koordynatorów uczelni partnerskiej.

45. Po zatwierdzeniu zmian załączyć wygenerowany dokument OLA (wszystkie podpisy łącznie z własnym) w DA

46. Student/doktorant nie później niż do 30 listopada 2022 r.:

• załącza skan w DA wypełnionego, podpisanego przez siebie oraz instytucję przyjmującą formularza ERASMUS+ 2021-2027 studies extension form,
• generuje i podpisuje w OLA część „BEFORE THE MOBILITY” na semestr letnioraz powiadamia mailowo o tym fakcie osobę kontaktową dla wyjazdów na studia w programie Erasmus+ w DSM i właściwego koordynatora ds. wymiany międzynarodowej lub koordynatora szkoły doktorskiej ds. wymiany międzynarodowej.

47. W ciągu 5 dni roboczych od otrzymania powiadomienia koordynator zatwierdza formularz i OLA część „BEFORE THE MOBILITY” oraz informuje o tym fakcie DSM (osobę kontaktową SMS). Następnie przekazuje formularz do akceptacji prodziekana ds. studenckich/pełnomocnika Rektora US ds. studiów doktoranckich/zastępcy lub dyrektora SD, a po jej uzyskaniu, przesyła go do DSM w formie skanu. W przypadku, gdy koordynator nie zgadza się na przedłużenie, informuje o tym bezzwłocznie DSM (osobę kontaktową SMS).
48. Po zatwierdzeniu OLA części „BEFORE THE MOBILITY” przez koordynatora ds. wymiany międzynarodowej lub koordynatora szkoły doktorskiej ds. wymiany międzynarodowej, student załącza w DA OLA zatwierdzony przez uczelnię partnerską i informuje o tym fakcie DSM (osobę kontaktową SMS).
49. Po otrzymaniu zatwierdzonych dokumentów, DSM załącza skany następujących dokumentów w DA:

• zaświadczenie w języku angielskim dot. przedłużenia pobytu,
• zaświadczenie do NFZ w celu przedłużenia ważności ubezpieczenia/karty EKUZ.

50. Student/doktorant załatwia sprawy związane z ubezpieczeniem i załącza w DA skan karty EKUZ/ubezpieczenia o równorzędnym zakresie i ubezpieczenia NNW oraz OC na przedłużony okres studiowania oraz powiadamia mailowo o tym fakcie DSM (osobę kontaktową SMS).
51. DSM przesyła studentowi/doktorantowi w formie elektronicznej aneks do umowy stypendialnej dot. przedłużenia pobytu.
52. Student odsyła podpisany w dwóch jednobrzmiących egzemplarzach aneks do umowy stypendialnej do DSM (oryginał dokumentu).
53. Student przedłużający pobyt stypendialny nie otrzymuje dofinansowania na przedłużony okres studiów. Dofinansowanie może zostać przyznane w przypadku powstania rezerwy finansowej środków otrzymanych z NA lub w przypadku pozyskania przez US dodatkowych środków, z zachowaniem zasady równego traktowania wszystkich studentów.

54. W ciągu dwóch tygodni od daty kończącej okres stypendialny student/doktorant ma obowiązek dostarczyć następujące dokumenty (chyba, że umowa inter-instytucjonalna stanowi inaczej, co do terminów ich wydania):

• OLA część „AFTER THE MOBILITY” wystawioną przez uczelnię partnerską oraz zatwierdzoną przez macierzysty wydział/SD (część: recognition) – skan załączony w DA,
  lub (opcjonalnie, wystawione jako osobne dokumenty przez uczelnię przyjmującą)
• Zaświadczenie o pobycie na uczelni przyjmującej zawierające daty rozpoczęcia i zakończenia pobytu na stypendium wystawione przez uczelnię partnerską – skan załączony w DA oraz
• Wykaz ocen (transcript of records) pokrywający się z listą przedmiotów zatwierdzonych w OLA (ostateczny program zatwierdzony przez US) wystawiony przez uczelnię partnerską – skan załączony w DA wraz z papierową wersją LA część „AFTER THE MOBILITY” zatwierdzoną przez macierzysty wydział/Szkołę Doktorską US (część: recognition) – oryginał do DSM jeśli dokument w wersji papierowej, nie OLA,
• Złożenie w dziekanacie wewnętrznego dokumentu uczelni dotyczącego osiągniętych efektów kształcenia/uczenia się w czasie realizacji studiów za granicą, zatwierdzonego przez właściwego koordynatora ds. wymiany (wzór do pobrania).

55. Student/doktorant ma też obowiązek wypełnienia ankiety on-line dotyczącej pobytu na stypendium, do której link zostanie mu przesłany przez odpowiedni system Komisji Europejskiej.
56. Student/doktorant powracający z pobytu na stypendium zobowiązany jest do nawiązania kontaktu z koordynatorem macierzystego wydziału/SD i rozliczenia/zaliczenia pobytu na US.
57. Uznanie studentom okresu pobytu za granicą za równoważny z pobytem w uczelni macierzystej następuje zgodnie z Regulaminem Studiów/Studiów Doktoranckich/SD.
58. Data początkowa pobytu uznana/rozliczona przez US nie może być wcześniejsza niż data podpisania umowy stypendialnej przez studenta/doktoranta.

1. The following persons are eligible for mobility for studies (SMS) within the Erasmus+ programme:
   • formally registered at the University of Szczecin (US) as a student in a field of study leading to a bachelor’s/engineer’s or master’s degree or as participants in doctoral studies/doctoral students at the Doctoral School of the University of Szczecin (SD),
   • those, who successfully passed the recruitment process and were qualified for the mobility.
2. At the time of the departure, a person qualified for the mobility within the Erasmus+ programme should have completed at least the first year of the first-cycle studies.
3. During the Erasmus+ study mobility, the student/doctoral student may not take the diploma examination/defence of the diploma/doctoral thesis.
4. Study mobilities can be carried out at partner universities in countries participating in the Erasmus+ programme, the so-called programme countries and partner countries included in the Programme Guide.
5. A study mobility within the Erasmus+ programme can be realised only under an agreement with a partner university, which provides for student/doctoral student mobility “mobility for studies” and which was signed before the start of the qualification. The partner university in the programme countries must have a so-called ECHE Charter (Erasmus Charter for Higher Education), granted by the European Commission, valid for the academic year 2022/2023, authorising participation in the programme. The partner university outside the programme countries must be a higher education institution recognised by the relevant authorities.
6. Due to delays in the implementation of Erasmus Without Paper, students may be qualified for mobility under the agreements extended for 2022/2023 in the form of an email exchange between the US and the host university. However, the mobility will be possible only after such an agreement has been signed by the relevant coordinator for international exchange in the Erasmus Dashboard no later than 30/09/2022.
7. The period of study at the partner university lasts from two to twelve months (covering one or two academic semesters) and is completed within the given academic year.
8. Students/doctoral students should have the recognition of the period of study completed at the partner university guaranteed as equivalent to the period of study at the US. The European Credit Transfer System (ECTS) is applied for this purpose.
9. A study mobility within the Erasmus+ programme can be realised several times in the entire period of study, with the maximum total duration of the study period and/or traineeship being 12 months at each level of study (1st, 2nd, or 3rd cycle), and in case of a student of a uniform master’s degree programme – 24 months. In each case, the period when a student/doctoral student stayed as a scholarship holder in the LLP-Erasmus or Erasmus+ (with or without a scholarship) will be deducted from the maximum total duration.

11. The primary qualification criteria are as follows:
    • academic performance – grade point average for the last completed semester of study – minimum 3.0;
    • knowledge of the language of study at the partner university at least at the level specified in the agreement with the partner university.

    Additionally, candidates may receive 0.5 points for special achievements, activities for the university, etc.
    Knowledge of a foreign language is a prerequisite for eligibility for the study mobility, while the criterion of grade point average is a prerequisite for funding in case of limited funds allocated to the US from the NA.

12. Qualification for study mobility in the Erasmus+ programme is carried out in two stages:
    • Qualification conducted at the faculty from which the student’s/doctoral student’s wants to realize their mobility by the coordinators for international exchange or at the DS by the Doctoral School coordinator for international exchange,
    • Verification of the knowledge of the foreign language in which the studies at the partner university will be conducted.

    Information on dates and eligibility criteria is generally available to potential candidates for mobility and is announced by the faculties, among others, by posting information on the website.

13. The qualification applies to one course of study. Students registered in several courses are obliged to regulate their absence in the way adopted in the given faculty (individual study organisation, dean’s leave).
14. The basic qualification at the faculty for both semesters of the academic year 2022/2023 (for both winter and summer semesters) shall take place between 01 February 2022 and 14 March 2022. Additional qualification shall be carried out between 01 and 23 May 2022. The additional qualification applies primarily to mobilities carried out in the summer semester. Mobilities in the winter semester will be implemented provided that the deadlines for sending nominations set by the partner universities can be met.
15. Persons taking part in the qualification shall complete an on-line application form in the DreamApply system (DA). The application should include documents: confirming entitlement to a social scholarship at the US, confirming the degree of disability, and language certificates/qualifications and confirming special achievements. In case of students studying at the 3rd year of the first cycle who plan to realize their mobility from faculty other than their current one, at which they plan to continue their studies at the second cycle, have to additionally upload into the DA a scan of dean’s office of their current faculty confirmation of their grade point average for the last completed semester of study and a declaration, according to the US template, of plans to continue their education at the faculty from which they apply.
    Submitting an application in the DA is not equivalent to submitting an application at a partner university.
    A student/doctoral student may choose up to 3 different universities within one period (winter semester / whole year / summer semester) in the DA
16. The grade point average is completed by the Dean’s Office in DA. The points for special achievements are completed by the coordinator for international exchange/Doctoral School coordinator for international exchange in the DA. Eligibility is decided by a selection committee at the faculty level or within the DS consisting of three persons (when the number of coordinators in a faculty is less than three), or five persons (when there are three or more designated coordinators in a faculty), including:
    • in case of the faculties of the US – all exchange coordinators appointed for the disciplines taught by a given faculty and the Deputy Dean for Student Affairs/Dean of a given faculty,
    • in case of the DS – the Doctoral School coordinator for international exchange and Director/Deputy Director of the DS; the Rector’s faculty plenipotentiaries for doctoral studies.

    The committee should appoint its president. The committee’s eligibility decision is made by assigning a „nominee” status in the DA and creating committee protocol according to an approved template. The protocol of the committee’s meeting along with the ranking list of qualified candidates is delivered to the International Relations Department (IRD) by the president of the committee in electronic form in both variants:

    • Excel file generated on the basis of data from the DA,
    • in the form of an e-mail in which the protocol is a pasted section (not attached) with pre-completed confirmations from the entire committee, sent to the contact person by the chairman of the committee
      

    by 21 March 2022 for the basic qualification and no later than by 07 June 2022 for the additional qualification.

17. The candidate has the right to appeal against the decision of the Committee within 5 working days of the announcement of the result of the qualification, to the Vice-Rector for Organisations, whose decision is final.
18. Those who have successfully passed the qualification at the Faculty/DS level, proceed to the foreign language verification in the mode determined by the IRD.
19. Qualified students are informed by the IRD (the contact person for SMS) about further formalities and documents related to the mobility. Information is provided by email and/or through the DA.

20. Those who are going to study at partner universities receive funding in the form of a grant, the monthly rate of which depends on the destination country of the scholarship. The scholarship is only paid for the time of physical stay in the host university country, and the minimum stay is 2 months. A participant pursuing a course or part of a course remotely/on-line/virtual from their home country (without going abroad) is not entitled to a grant for that period of study.

23. Individual support rates for travel costs only apply to students/doctoral students travelling to partner countries from Regions 1-4 and 6-13 listed in the Erasmus+ Programme Guide. The amount of the lump sum for travel costs depends on the distance between the place of departure (seat of the US, i.e. Szczecin) and the destination (location of the host institution) according to the following rates:

24. If the round mobility is made by low-emission „green travel”, i.e. the longest part of the journey is made by bus/coach, train, or car-sharing, persons eligible for the travel allowance may apply for additional individual support for subsistence costs for up to an additional 4 days of travel and a travel allowance at the “green travel” rate:

    Those who are not entitled to the standard lump sum for travel expenses and who cover longer distances by means of low-emission transport, the so-called „green travel”, i.e. more than half of the journey (counting both ways) by bus/coach, train or by car sharing, are entitled to receive a one-time payment of EUR 50 in addition to the individual support for meeting the „green travel” requirements. Additionally, they receive individual support of up to 4 days for round trip travel, if applicable.
    “Green travel” settlement rules are available on the IRD website.

25. Applicants who document in the DA application the fact that they are entitled by the US to a social grant and/or have a recognised degree of disability at the time of qualification at the faculty, receive individual support at an increased rate of an additional € 250 / month, regardless of the destination country.

26. The period of co-financing is specified in the scholarship agreement for the mobility, with the maximum period of stay in the partner institution co-financed by the US is 4.5 months (135 days) in case of one semester mobility and 9 months (270 days) in case of an annual mobility. Co-financing of the “green travel”  journey is not included in the period of stay in the partner institution.
27. The funds which the university receives for the realisation of long-term student mobility for studies are allocated by proportional distribution of the funds at the faculty level, according to the order of the ranking list starting from the faculty with the lowest share of students/doctoral students qualified in the primary qualification in relation to the other faculties.
28. The financial reserve is made, for example, as a result of shorter mobility periods than planned or students’/doctoral candidates’ withdrawal from the mobility. The redistribution of the reserve follows the same pattern as the redistribution of the primary pool.
29. Priority for allocation will be given to those qualified in the primary qualification and the secondary qualification over those qualified in any subsequent qualification.
30. The granting of funds for extensions of the mobility period will be possible after funds for the primary period of stay have been granted to all qualified persons, as defined in paragraph 26 of these rules.
31. The grant/individual support awarded to a participant is a subsidy to compensate for the difference between the cost of living in their home country and the cost of living in the host country. It is not assumed that the grant covers the full costs associated with the stay abroad.
32. As far as possible, the university will endeavour to increase the amount of funds for student/doctoral mobility for studies (SMS) by transferring from the pool of funds allocated to support mobility (OS), by applying for additional funds granted by the FRSE in the redistribution process.

33. A person qualified for the mobility becomes formally a beneficiary of the Erasmus+ programme – study mobility by signing a scholarship agreement. The agreement is the basis for the transfer of the grant amount to the bank account number provided in the DA application form. The agreement specifies the rate and total amount of the grant received, the duration of the stay, the funding period and the mutual obligations of the student and the home university.
34. The participant signs a financial agreement with the home university at least 14 days before the planned start date of mobility.
35. Mobility planned by a participant to their home country may be carried out if there are no other applicants for mobility. Students/doctoral students going to their country of origin are less likely to acquire additional cultural, social, and language competences.
36. The condition for the scholarship agreement to be signed is:

a) sending an application to the partner university by a qualified applicant, 
b)  attaching to the application in the DA:

• • • a generated On-line Learning Agreement (OLA) part „BEFORE THE MOBILITY” – –  signed by the student/doctoral student and validated with all electronic signatures:
      • the relevant International Exchange Coordinator in case of those studying at the faculties of the US,
      • the Doctoral School Coordinator for International Exchange and the deputy director of the DS for those studying at the DS,
      • a representative of a host university;

      OLA can be created at https://learning-agreement.eu/ lub or via ErasmusApp https://dsm.usz.edu.pl/erasmus-app/ .

    • consent of the home faculty/DS to the mobility. Departure is conditional on obtaining the consent of the Dean’s authorities (1st and 2nd cycle students)/ Rector’s plenipotentiaries for doctoral studies (doctoral students)/director of the DS, which can be applied for after successfully passing the examination session in the semester preceding the departure. Students/doctoral students attending seminars should also inform their supervisors about the mobility and agree on the method of contact and settlement of the seminar. Students/doctoral students are also required to agree on how any curriculum differences are to be credited;
    • in case of students/doctoral students in their final year of studies – the supervisor’s consent to mobility, if applicable;
    • acceptance letter/email from the host university confirming acceptance of the application;
    • documents providing evidence of the insurance cover required: obligatorily health insurance, accident insurance, covering medical transport, and third party liability insurance;
    • information from the host institution, in what form the classes will be conducted; the form of on-line/remote classes does not justify the necessity to leave; the necessity to realise mobility in a physical form/on-site, i.e. with the necessity to leave results from the confirmation by the host university that at least one course/component chosen by the student will be taught in a traditional form, i.e. with the necessity to participate on–site.

37. The number of ECTS credits should be between 28 and 32 per semester for the courses/components completed at the host university, depending on the number of ECTS credits foreseen for the specific study programme in the semester in which the student’s mobility takes place. It is assumed that a study period abroad of a full academic year requires 60 ECTS credits. If, during the OLA preparation phase, it turns out that there are programme differences to be completed by the student on their return, the number of credits allocated to these courses is subtracted from the number of credits per semester (e.g. 30 ECTS credits minus 9 ECTS credits for the difference, leaving 21). The minimum number of ECTS credits to validate the OLA is 21 (Table A and B). An exception can be made for programme participants with a programme difference of only one subject worth more than 9 ECTS credits, but it is recommended that they take extra/additional subjects. Students/doctoral students should leave 1 copy of the OLA in the Dean’s Office.
    Additional information:
    • the curriculum differences include subjects such as: translation from Polish and vice versa for language studies, methodology of foreign language teaching, didactics, practical part – teaching at school;
    • the programme difference may be a seminar if the supervisor does not agree in writing for the student to realise its equivalent at the host university; the equivalent may be seminars, conversation classes, and other forms differing from lectures, assuming the student’s active participation in substantive discussions;
    • the recognition of a given subject in the study programme of the US as a programme difference is decided by the relevant International Exchange Coordinator at faculties/DS, after comparing syllabuses included in the offer of other universities, taking into account significant differences in learning outcomes that make it impossible to realise the subject abroad at the partner university.

38. Before going on the scholarship, the student/doctoral student is obliged to take a language test in the Online Linguistic Support (OLS) platform.
39. The study mobility agreement is concluded for the period resulting from the agreement with the partner university, i.e. a semester or 2 semesters (1 academic year). A person who has applied for a semester stay under the annual agreement signs a scholarship agreement for one semester. A doctoral student may be away for a semester or two semesters, depending on the terms of the agreement with the partner university.

40. The scholarship holder has the right to amend the OLA by substituting, dropping, or adding subjects no later than 4 weeks after the start of classes.
41. If a course is removed from the OLA in Table A and cannot be replaced by another course consistent with the study programme pursued – the equivalent in Table B, the course should be completed upon return at the home university.
42. If a student/doctoral student pursues additional courses at the host university, i.e. outside their field of study, these courses are recognised on the basis of the OLA and are included in the diploma supplement.
43. Changes can be introduced subject to the approval of the home faculty (International Exchange Coordinator) or the DS (Doctoral School Coordinator for International Exchange) within 1 month after start of classes at the partner university. It is unacceptable that a student/doctoral student changes courses arbitrarily without informing the university of the changes and returns with credits that do not correspond to the approved OLA. This may be treated as a failure to comply with the terms of the agreement and may lead to the consequent need to return the grant and the non-recognition of completed but not previously accepted courses.
44. In order to make changes to the OLA, one has to:

• contact the International Exchange Coordinator/DS Coordinator for International Exchange (email) as soon as possible (beginning of semester) and get primary approval for the proposed change,
• fill in the OLA part „DURING THE MOBILITY”, get confirmation from the relevant International Exchange Coordinator at the US,
• obtain the confirmation of the OLA part „DURING THE MOBILITY”from coordinators of the partner university.

45. After approving the changes, attach the generated OLA document (all signatures including student’s own) in the DA.

46. No later than 30 November 2022 student/doctoral student:

• attaches a scan in the DA of the completed, signed by themself and the host institution ERASMUS+ 2021-2027 studies extension form,
• generates and signsthe OLA part „BEFORE THE MOBILITY” for the summer semesterand notifies a contact person for Erasmus+ study mobilities at the IRD via e-mail and the relevant International Exchange Coordinator or the Doctoral School Coordinator for International Exchange.

47. Within 5 working days of receiving the notification, the coordinator approves the form and the OLA part „BEFORE THE MOBILITY”, and informs the IRD (SMS contact person). Then s/he forwards the documents to the Deputy Dean for Student Affairs/Rector’s plenipotentiary for Doctoral Studies/Deputy or Director of the DS for approval, and upon approval, sends the form in the form of a scan to the IRD. If the coordinator does not accept the extension, they shall immediately inform the IRD (SMS contact person).
48. Upon approval of the OLA part „BEFORE THE MOBILITY” by the International Exchange Coordinator or the Doctoral School Coordinator for International Exchange, student attaches in the DA the OLA approved by the host institution and informs the IRD (SMS contact person).
49. Upon receipt of the approved documents, the IRD shall attach the scans of the following documents in the DA:

• certificate in English for extension of stay,
• certificate to the National Health Fund for the renewal of insurance/EHIC card.

50. The student/doctoral student arranges the insurance and attaches in the DA a scan of the EHIC/equivalent insurance card and the accident and personal liability insurance for the extended period of study and notifies by e-mail the IRD (SMS contact person).
51. The IRD sends the student/doctoral student an electronic addendum to the scholarship agreement concerning the extension of the stay.
52. The student sends back the scholarship agreement addendum signed in duplicate to the IRD (original document).
53. A student extending a scholarship stay does not receive funding for the extended period of study. A subsidy may be granted in case of a financial reserve of funds received from the NA or in case the US obtains additional funds, respecting the principle of equal treatment of all students.

54. Within two weeks of the end of the scholarship period, the student/doctoral student must provide the following documents (unless the inter-institutional agreement stipulates otherwise regarding the deadlines for their issuance):

• OLA part „AFTER THE MOBILITY” issued by the host institution and approved by the home faculty/DS (part: recognition) – a scan attached in the DA,

• Transcript of Records corresponding to the list of courses approved in the OLA (final programme approved by the US) issued by the host institution – scan attached in the DA along with the paper version of the LA part „AFTER THE MOBILITY” approved by the home faculty/DS (part: recognition) – original to the IRD if paper document, not OLA,
• Submission to the Dean’s Office of the university’s internal document on the learning outcomes achieved while studying abroad, approved by the relevant exchange coordinator (template available for download).

55. The student/doctoral student is required to complete an on-line questionnaire about their stay at the scholarship, the link to which will be sent to them by the relevant system of the European Commission.
56. A student/doctoral student returning from a scholarship stay is also obliged to contact the coordinator of their home faculty/DS and settle/credit the stay at the US.
57. Recognition of students’ period of stay abroad as equivalent to their stay at their home institution is done in accordance with the Rules and Regulations of Studies/Doctoral Studies/DS.
58. The start date of the stay as recognised/accounted for by the US cannot be earlier than the date the student/doctoral student signs the scholarship agreement.

1. Do wyjazdu na studia w programie Erasmus+ uprawnione są osoby:
   • formalnie zarejestrowane w Uniwersytecie Szczecińskim jako studenci kierunku studiów prowadzących do otrzymania dyplomu studiów licencjackich/inżynierskich, magisterskich lub jako uczestnicy studiów doktoranckich/doktoranci w Szkole Doktorskiej Uniwersytetu Szczecińskiego,
   • które pomyślnie przeszły proces rekrutacji i zostały zakwalifikowane do wyjazdu.
2. W momencie wyjazdu osoba zakwalifikowana do wyjazdu na studia w programie Erasmus+ powinna mieć ukończony co najmniej pierwszy rok studiów I stopnia.
3. W trakcie trwania wyjazdu na studia w programie Erasmus+ student/doktorant nie może przystąpić do egzaminu dyplomowego/obrony pracy dyplomowej/doktorskiej.
4. Wyjazd na studia może być zrealizowany do uczelni partnerskich z krajów uczestniczących w programie Erasmus+, tzw. krajów programu i krajów partnerskich uwzględnionych w Przewodniku po Programie.
5. Wyjazd na studia w programie Erasmus+ może być zrealizowany tylko w ramach umowy z uczelnią partnerską, która przewiduje mobilność studentów/doktorantów „wyjazd na studia” podpisaną przed rozpoczęciem mobilności. Uczelnia partnerska w krajach programu musi posiadać Kartę ECHE (Erasmus Charter for Higher Education), przyznaną przez Komisję Europejską, ważną na rok akademicki 2021/2022, uprawniającą do uczestnictwa w programie. Uczelnia partnerska spoza krajów programu musi być instytucją szkolnictwa wyższego uznaną przez odpowiednie organy.
6. Okres studiów w uczelni partnerskiej trwa od dwóch (obejmuje jeden lub dwa semestry akademickie) do dwunastu miesięcy i jest realizowany w ramach danego roku akademickiego.
7. Studenci/doktoranci powinni mieć zagwarantowane uznanie okresu studiów zrealizowanych w uczelni partnerskiej za równoważny z okresem studiów w Uniwersytecie Szczecińskim. W tym celu stosuje się system ECTS (European Credit Transfer System).
8. Wyjazd na studia w programie Erasmus+ można zrealizować wielokrotnie w całkowitym okresie studiowania, przy czym maksymalny łączny okres pobytu na studiach oraz/lub praktyce wynosi 12 miesięcy na każdym stopniu studiów (I, II lub III), a w przypadku studenta jednolitych studiów magisterskich – 24 miesiące. W każdym przypadku od maksymalnego łącznego okresu stypendialnego zostanie odjęty okres, przez który student/doktorant przebywał w przeszłości jako stypendysta LLP-Erasmus lub Erasmus+ (ze stypendium lub bez).

10. Podstawowymi kryteriami kwalifikacji są:

• wyniki w nauce (minimalna średnia ocen z ostatniego zaliczonego semestru studiów wynosi 3,0)
• znajomość języka, w którym realizowane będą studia na uczelni partnerskiej, co najmniej na poziomie określonym w umowie z uczelnią partnerską. Dodatkowo kandydaci mogą otrzymać 0,5 punktu za szczególne osiągnięcia, działalność na rzecz uczelni, etc. Znajomość języka obcego jest warunkiem koniecznym do zakwalifikowania do wyjazdu na studia, natomiast kryterium średniej ocen warunkuje przyznanie dofinansowania w przypadku ograniczonych środków przyznanych US z Narodowej Agencji Programu Erasmus+ 2021-2027.

11. Kwalifikacja na wyjazd na studia w programie Erasmus+ odbywa się dwuetapowo:

• Kwalifikacja prowadzona na macierzystym wydziale studenta/doktoranta przez koordynatorów ds. wymiany międzynarodowej lub w Szkole Doktorskiej US przez koordynatora szkoły doktorskiej ds. wymiany międzynarodowej,
• Weryfikacja znajomości języka obcego, w którym realizowane będą studia na uczelni partnerskiej.
  Informacja o terminach i kryteriach kwalifikacji jest ogólnie dostępna dla potencjalnych kandydatów na wyjazdy poprzez ogłoszenia na wydziałach m.in. poprzez zamieszczenie informacji na stronie internetowej.

12. Kwalifikacja dotyczy jednego kierunku studiów. Studenci zarejestrowani na kilku kierunkach zobowiązani są do uregulowania kwestii swojej nieobecności w sposób przyjęty na danym wydziale (indywidualna organizacja studiów, urlop dziekański).
13. Podstawowa kwalifikacja wydziałowa na oba semestry roku akademickiego 2021/2022 (zarówno na semestr zimowy, jak i semestr letni) odbywa się w terminie 08 lutego 2021 – 14 marca 2021r. Dodatkowa kwalifikacja prowadzona jest w terminie 01– 23 maja 2021r. Dodatkowa kwalifikacja dotyczy przede wszystkim wyjazdów realizowanych w semestrze letnim. Wyjazdy w semestrze zimowym będą realizowane pod warunkiem, że będzie możliwe dotrzymanie terminów przesyłania zgłoszeń wyznaczonych przez uczelnie partnerskie.
14. Osoby przystępujące do kwalifikacji wypełniają formularz aplikacyjny on-line w systemie DreamApply (DA), formularz jest dostępny na stronie Działu Spraw Międzynarodowych. W zgłoszeniu należy uwzględnić dokumenty związane z uprawnieniami do stypendium socjalnego, czy posiadanym stopniu niepełnosprawności i posiadane certyfikaty/uprawnienia językowe oraz szczególne osiągnięcia. Przesłanie zgłoszenia w DreamApply nie jest równoznaczne ze zgłoszeniem w uczelni partnerskiej.
15. Średnia ocen uzupełniana jest przez Dział Obsługi Studenta (DOS) [Sekcja ds. studenckich, dalej Dziekanat] w systemie DreamApply (DA). Punktacja za dodatkowe osiągnięcia uzupełniana jest przez koordynatora ds. wymiany międzynarodowej/koordynatora szkoły doktorskiej wymiany międzynarodowej w systemie DreamApply. Decyzję o zakwalifikowaniu podejmuje komisja kwalifikacyjna na poziomie wydziału lub w ramach Szkoły Doktorskiej US składająca się z trzech osób (gdy liczba koordynatorów na wydziale nie przekracza trzech), albo pięciu osób (gdy koordynatorów wyznaczonych na danym wydziale jest trzech lub więcej), w tym:

• w przypadku wydziałów US – wszystkich Koordynatorów ds. wymiany powołanych dla dyscyplin prowadzonych przez dany wydział oraz Prodziekana ds. Studentów/Dziekana danego wydziału,
• w przypadku Szkoły Doktorskiej US – koordynatora szkoły doktorskiej ds. wymiany międzynarodowej oraz Dyrektora/Zastępcy Dyrektora Szkoły Doktorskiej US; wydziałowych pełnomocników rektora ds. studiów doktoranckich.
  Komisja powinna wyznaczyć przewodniczącego. Decyzja o zakwalifikowaniu komisji następuje poprzez nadanie statusu „nominowany” w systemie DreamApply oraz stworzenie protokołu z posiedzenia komisji według zatwierdzonego wzoru. Protokół z posiedzenia komisji wraz z listą rankingową osób zakwalifikowanych jest dostarczany do Działu Spraw Międzynarodowych przez przewodniczącego komisji w formie elektronicznej w obu wariantach:
  – plik Excel wygenerowany na podstawie danych z systemu DA
  – oraz w formie e-mail, w którym protokół stanowi część wklejoną do jego treści (nie w załączeniu) z zebranymi wcześniej potwierdzeniami uzyskanymi od całego składu komisji, przesyłany do osoby kontaktowej przez przewodniczącego komisji
  najpóźniej do 21 marca 2021 r. dla kwalifikacji podstawowej oraz do 07 czerwca 2021r. dla kwalifikacji dodatkowej.

16. Kandydatowi przysługuje prawo odwołania się od decyzji Komisji w terminie 5 dni roboczych od ogłoszenia wyniku kwalifikacji, do Prorektora ds. Organizacji, którego postanowienie jest ostateczne.
17. Osoby, które pomyślnie przeszły kwalifikację na poziomie wydziału/Szkoły Doktorskiej US, przystępują do weryfikacji języka obcego w trybie określonym przez Dział Spraw Międzynarodowych.
18. Osoby zakwalifikowane informowane są przez Dział Spraw Międzynarodowych (osobę kontaktową dla wyjazdów na studia w programie Erasmus+) o dalszych formalnościach i dokumentach dotyczących wyjazdu: zgłoszenie w uczelni partnerskiej, sporządzenie Porozumienia o programie studiów – Learning Agreement for Studies, uzyskanie zgody macierzystego wydziału na wyjazd, wymagany zakres ubezpieczenia. Informacje przekazywane są drogą mailową lub/i poprzez system DreamApply.Osoby zakwalifikowane przed podpisaniem umowy stypendialnej załączają do zgłoszenia w systemie DreamApply Porozumienia o Programie Studiów – Learning Agreement for Studies część Porozumienia „BEFORE THE MOBILITY”.
    Minimalna liczba punktów ECTS pozwalająca na zatwierdzenie Porozumienia musi być zgodna z liczbą punktów ECTS przewidzianą programem studiów dla semestru, w którym student realizuje mobilność, zgodnie z zapisem obowiązującego Regulaminu Studiów (dotyczy studentów, nie dotyczy doktorantów). Zaleca się, aby studenci/doktoranci zostawiali 1 egzemplarz Porozumienia w Dziale Obsługi Studenta [Dziekanacie]/sekretariacie Szkoły Doktorskiej.

19. Osoby wyjeżdżające na studia do uczelni partnerskich otrzymują dofinansowanie w postaci grantu, którego miesięczna stawka uzależniona jest od docelowego kraju pobytu na stypendium. Stypendium wypłacane jest tylko za czas pobytu w kraju uczelni goszczącej, a minimalny pobyt wynosi 2 miesiące. Uczestnikowi realizującemu kształcenie lub jego część w formie zdalnej/on-line/wirtualnej z kraju macierzystego (bez wyjazdu za granicę) stypendium na ten czas trwania kształcenia nie przysługuje.
20. Stawki dla długoterminowych wyjazdów studentów na studia do krajów programu:

22. Stawki na wsparcie indywidualne na koszty podróży dotyczą tylko studentów/doktorantów podróżujących do krajów partnerskich z regionów 1-4 i 6-13 wymienionych w Przewodniku po programie Erasmus+. Kwota ryczałtu na koszty podróży zależna jest od odległości dzielącej miejsce rozpoczęcia podróży (Szczecin) do miejsca docelowego (lokalizacja instytucji przyjmującej) według następujących stawek:

23. Jeżeli podróż w obie strony przebiega środkami transportu o niskiej emisji tzw. „green travel”, czyli najdłuższe odcinki trasy pokonywane są za pomocą autobusu/autokaru, pociągiem lub poprzez wspólne korzystanie z samochodu, osoby którym przysługuje ryczałt na koszty podróży mogą ubiegać się o dodatkowe wsparcie indywidualne na koszty utrzymania na maksymalnie dodatkowe 4 dni w podróży, oraz ryczałt na koszty podróży w wysokości  stawki obejmującej „green travel”:

    Osoby, które nie są uprawnione do standardowego ryczałtu na koszty podróży, są uprawnione do uzyskania 50 EUR z tytułu spełnienia wymogów związanych z „green travel”. Podróż „green travel” wymaga udokumentowania: kopie biletów, rachunków za noclegi, oświadczenie o przejechanych km na trasie w przypadku dzielenia środka transportu, inne dokumenty potwierdzające poniesione koszty.

24. Osoby, które udokumentują w aplikacji DA, że w momencie realizacji wyjazdu są uprawnione przez US do otrzymywania stypendium socjalnego, otrzymują wsparcie indywidualne o podwyższonej stawce w kwocie dodatkowego 250 € / miesiąc, niezależnie od kraju docelowego.
25. Osoby, które udokumentują w aplikacji DA, że posiadają stwierdzony stopień niepełnosprawności otrzymują wsparcie indywidualne o podwyższonej stawce w kwocie dodatkowego 250 € / miesiąc, niezależnie od kraju docelowego.

26. Okres dofinansowania określa umowa stypendialna dotycząca wyjazdu, przy czym maksymalnym okresem dofinansowywanym przez uczelnię jest 4,5 miesiąca (135 dni) w przypadku wyjazdu semestralnego i 9 miesięcy (270 dni) w przypadku wyjazdu rocznego.
27. Przyznanie środków jakie uczelnia otrzymuje na realizację długoterminowych wyjazdów studentów na studia następuje poprzez proporcjonalny podział środków w skali wydziałów, wg kolejności listy rankingowej (średnia ocen) począwszy od wydziału o najmniejszym udziale studentów/doktorantów zakwalifikowanych w kwalifikacji podstawowej względem pozostałych wydziałów.
28. Rezerwa finansowa powstaje np. w wyniku krótszych okresów mobilności niż planowane lub rezygnacji studentów/doktorantów z wyjazdu. Rozdysponowanie rezerwy następuje analogicznie do redystrybucji puli podstawowej.
29. Pierwszeństwo przy przyznawaniu środków będą miały osoby zakwalifikowane w kwalifikacji podstawowej (prowadzonej w terminie 08 lutego – 14 marca 2021 r.) oraz dodatkowej (prowadzonej w terminie 01–23 maja 2021 r.) przed osobami zakwalifikowanymi w ewentualnych kolejnych kwalifikacjach.
30. Przyznanie środków na przedłużenia okresu mobilności  będzie mogło nastąpić po przyznaniu środków na podstawowy okres pobytu wszystkim zakwalifikowanym, określony w ustępie 27 niniejszych zasad.
31. Przyznany uczestnikowi grant/wsparcie indywidualne stanowi dofinansowanie, którego celem jest wyrównanie różnicy pomiędzy kosztami utrzymania w kraju a kosztami utrzymania w kraju uczelni przyjmującej. Grant nie zakłada pokrycia pełnych kosztów związanych z pobytem za granicą;
32. W miarę możliwości uczelnia podejmie starania, żeby zwiększyć wysokość środków na wyjazdy studentów/doktorantów na studia (SMS) poprzez dokonanie przeniesień z puli środków przyznanych na wsparcie mobilności (OS), poprzez ubieganie się o dodatkowe środki przyznawane przez Fundację Rozwoju Systemu Edukacji w procesie redystrybucji.

33. Osoba zakwalifikowana na wyjazd staje się formalnie beneficjentem programu Erasmus+ – wyjazd na studia, podpisując umowę stypendialną. Umowa stanowi podstawę do przekazania kwoty grantu na rachunek bankowy, którego numer podano w formularzu aplikacyjnym DreamApply. W umowie wyszczególniona jest stawka i całkowita kwota otrzymanego grantu, termin pobytu (jeśli mobilność fizyczna/on site/ z koniecznością wyjazdu), okres finansowania oraz wzajemne zobowiązania studenta i uczelni macierzystej.
34. Uczestnik najpóźniej na 14 dni przed planowanym terminem rozpoczęcia mobilności podpisuje umowę finansową z uczelnią macierzystą.
35. Mobilności zaplanowane przez uczestnika do kraju pochodzenia mogą być realizowane w przypadku braku innych chętnych na realizacje mobilności. Student wyjeżdzający do kraju pochodzenia ma mniejsze szanse na zdobycie dodatkowych kompetencji kulturowych, społecznych i językowych.
36. Liczba punktów ECTS powinna wynieść od 28 do 32 punktów na semestr za przedmioty/komponenty realizowane w uczelni przyjmującej w zależności od liczby punktów ECTS przewidzianych dla konkretnego programu studiów w semestrze, w którym mobilność jest przez studenta realizowana. Przyjmuje się, że z okresem studiów za granicą w wymiarze pełnego roku akademickiego wiąże się obowiązek uzyskania 60 punktów ECTS. Jeśli na etapie przygotowania OLA/LA okazuje się, że występują różnice programowe do zaliczenia przez studenta po powrocie, to liczbę punktów przynależną tym przedmiotom odejmuje się od liczby punktów przypadającej na semestr (np. 30 punktów ECTS minus 9 punktów ECTS za różnicę, pozostaje 21). Minimalna liczba punktów ECTS pozwalająca na zatwierdzenie Porozumienia wynosi 21 (tabela A i B). Wyjątek mogą stanowić uczestnicy programu, u których różnica programowa dotyczy tylko jednego przedmiotu o wartości powyżej 9 punktów ECTS, zaleca się jednak wówczas realizację przedmiotów nadprogramowych/dodatkowych. Studenci/doktoranci powinni zostawiać 1 egzemplarz Porozumienia w Dziale Obsługi Studenta [Dziekanacie].

Informacje dodatkowe:

– do katalogu różnic programowych zalicza się takie przedmioty jak: na kierunkach filologicznych tłumaczenia z języka polskiego i odwrotnie, metodyka nauczania języka obcego, dydaktyka, część praktyczna – nauczanie w szkole;
– różnicę programową może stanowić seminarium jeśli promotor nie wyrazi pisemnej zgody na realizację przez studenta jego ekwiwalentu na uczelni przyjmującej; ekwiwalentem mogą być seminaria, konwersatoria i inne formy różniące się od wykładów, zakładające czynny udział studenta w merytorycznych dyskusjach;
– o uznaniu przedmiotu w programie studiów US za różnicę programową decyduje właściwy koordynator ds. wymiany międzynarodowej na wydziałach/w Szkole Doktorskiej, po porównaniu sylabusów umieszczonych w ofercie innych uczelni, biorąc pod uwagę znaczące różnice w efektach kształcenia/uczenia się uniemożliwiające realizację tego przedmiotu za granicą, w uczelni partnerskiej.

37. Warunkiem podpisania umowy stypendialnej jest:

a) przesłanie przez osobę zakwalifikowaną zgłoszenia/aplikacji do uczelni partnerskiej
b) załączenie do zgłoszenia w systemie DreamApply 

• wygenerowanego za pomocą OLA (on-line Learning Agreement) https://learning-agreement.eu/
  lub za pomocą ErasmusApp https://dsm.usz.edu.pl/erasmus-app/
  Porozumienia o Programie Studiów – Learning Agreement for Studies część Porozumienia „BEFORE THE MOBILITY” dokument pobrany w formie PDF z On-line Learning Agreement -OLA podpisany przez studenta/doktoranta i zatwierdzonego wszystkimi elektronicznymi podpisami:
  • właściwego koordynatora ds. wymiany międzynarodowej w przypadku osób studiujących na wydziałach US,
  • koordynatora szkoły doktorskiej ds. wymiany międzynarodowej oraz zastępcy dyrektora Szkoły Doktorskiej US w przypadku osób kształcących się w Szkole Doktorskiej US,
  • przedstawiciela uczelni goszczącej;
• jeśli uczelnia (wysyłająca lub partnerska) nie funkcjonuje jeszcze w systemie OLA, dokumentu Learning Agreement w formie papierowej; zatwierdzonego wszystkimi podpisami:
  • studenta/doktoranta,
  • właściwego koordynatora ds. wymiany międzynarodowej na wydziale US lub w Szkole Doktorskiej,
  • przedstawiciela uczelni goszczącej.

c) załączenie skanów następujących dokumentów w systemie DreamApply:

• zgoda macierzystego wydziału/Szkoły Doktorskiej US na wyjazd. Warunkiem wyjazdu jest uzyskanie zgody władz dziekańskich (studenci I i II stopnia)/pełnomocnika ds. studiów doktoranckich (słuchacze studiów doktoranckich)/dyrekcji Szkoły Doktorskiej US, o którą można wnioskować po pozytywnym zdaniu sesji w semestrze poprzedzającym wyjazd. Studenci/doktoranci uczęszczający na seminaria powinni ponadto poinformować promotorów o wyjeździe oraz uzgodnić sposób kontaktu i rozliczenia seminarium. Studenci/doktoranci są również zobowiązani do uzgodnienia sposobu zaliczenia ewentualnych różnic programowych;
• studenci/doktoranci ostatnich roczników dodatkowo zobowiązani są załączyć zgodę promotora na wyjazd;
• list/mail akceptacyjny z uczelni przyjmującej potwierdzający przyjęcie zgłoszenia/aplikacji;
• w przypadku mobilności z koniecznością wyjazdu dokumenty poświadczające wymagany zakres ubezpieczenia: obowiązkowo ubezpieczenie zdrowotne, ubezpieczenie od następstw nieszczęśliwych wypadków, obejmującego transport medyczny oraz ubezpieczenie od odpowiedzialności cywilnej;
• w przypadku mobilności realizowanej tylko w formie zdalnej/on-line student/doktorant zobowiązany jest posiadać ubezpieczenie od odpowiedzialności cywilnej na czas realizacji mobilności jeśli wymaga tego instytucja przyjmująca;
• informacji z instytucji przyjmującej – w jakiej formie prowadzone będą zajęcia, forma zajęć on-line/zdalna nie uzasadnia konieczności wyjazdu; konieczność realizacji mobilności w formie fizycznej/na miejscu, czyli z koniecznością wyjazdu wynika z potwierdzenia przez uczelnię goszczącą, że przynajmniej jeden wybrany przez studenta przedmiot/komponent będzie prowadzony w formie tradycyjnej, tj. z koniecznością udziału na miejscu;
• jeśli dotyczy: zaświadczenie o stopniu niepełnosprawności, zaświadczenie o uzyskanym stypendium socjalnym w roku akademickim, w którym następuje wyjazd.

38. Przed wyjazdem na stypendium student/doktorant jest zobowiązany do wykonania testu językowego w platformie Online Linguistic Support (OLS).
39. Umowa dotycząca wyjazdu na studia zawierana jest na okres wynikający z umowy z uczelnią partnerską, tj. semestr lub 2 semestry (1 rok akademicki). Osoba, która zaaplikowała na pobyt semestralny w ramach umowy rocznej podpisuje umowę stypendialną na jeden semestr. Doktorant, w zależności od terminów wynikających z umowy z uczelnią partnerską, może wyjechać na semestr lub dwa semestry.

40. Stypendysta ma prawo do dokonania zmian w Porozumieniu polegających na zamianie przedmiotów, ich odrzuceniu lub dodaniu w terminie nie później niż do 4 tygodni od rozpoczęcia zajęć.
41. W przypadku gdy z Porozumienia LA w tabeli A zostaje usunięty przedmiot, którego nie ma możliwości zastąpienia innym przedmiotem zgodnym z realizowanym programem studiów – odpowiednikiem w tabeli B, przedmiot powinien zostać zrealizowany po powrocie w uczelni macierzystej.
42. Jeśli student/doktorant realizuje przedmioty dodatkowe w uczelni goszczącej tj. poza kierunkiem studiów, uznanie tych przedmiotów następuje na podstawie LA i jest uwzględnione w suplemencie do dyplomu.
43. Zmiany mogą być wprowadzone pod warunkiem uzyskania zgody macierzystego wydziału (koordynatora ds. wymiany międzynarodowej) lub Szkoły Doktorskiej US (koordynatora szkoły doktorskiej ds. wymiany międzynarodowej) w terminie 1 miesiąca od rozpoczęcia zajęć w uczelni partnerskiej. Niedopuszczalna jest sytuacja, w której student/doktorant zmienia samowolnie przedmioty nie informując o zmianach uczelni i powraca z zaliczeniami nieodpowiadającymi zatwierdzonemu Porozumieniu. Może to zostać potraktowane jako niedotrzymanie warunków umowy i prowadzić w konsekwencji do konieczności zwrotu grantu oraz nieuznania zrealizowanych, ale niezaakceptowanych uprzednio przedmiotów.
44. Aby wprowadzić zmiany w Porozumieniu o Programie Studiów należy:

• jak najszybciej (początek semestru) skontaktować się z koordynatorem ds. wymiany/koordynatorem Szkoły Doktorskiej US (poczta elektroniczna) i uzyskać wstępną zgodę na proponowaną zmianę,
• (po uzyskaniu wstępnej zgody) wypełnić część Porozumienia on-line (OLA) lub papierową LA „DURING THE MOBILITY, CHANGES TO THE ORIGINAL LEARNING AGREEMENT”, uzyskać potwierdzenie koordynatorów uczelni partnerskiej,
• Uzyskać potwierdzenie OLA lub papierowa formę LA część Porozumienia „DURING THE MOBILITY, CHANGES TO THE ORIGINAL LEARNING AGREEMENT” od właściwego koordynatora.Po zatwierdzeniu zmian załączyć wygenerowany dokument OLA (wszystkie podpisy łącznie z własnym) lub skan dokumentu LA do aplikacji w systemie DreamApply.

45. Student/doktorant uzyskuje zgodę uczelni partnerskiej na przedłużenie pobytu na formularzu ERASMUS+2021-2027 studies extension form.
46. Student/doktorant nie później niż do 30 listopada 2021 r. załącza skany następujących dokumentów w systemie DreamApply:

• wypełniony, podpisany przez studenta/doktoranta oraz zaakceptowany przez instytucję przyjmującą formularz ERASMUS+ 2021-2027 studies extension form
• podpisane przez studenta/doktoranta oraz zaakceptowane przez instytucję przyjmującą wygenerowane z OLA Porozumienie o Programie Studiów lub Porozumienie w wersji papierowej LA część „DURING THE MOBILITY”
  oraz powiadamia mailowo o tym fakcie osobę kontaktową dla wyjazdów na studia w programie Erasmus+ w DSM i właściwego koordynatora ds. wymiany międzynarodowej lub koordynatora szkoły doktorskiej ds. wymiany międzynarodowej.

47. W ciągu 5 dni roboczych od otrzymania powiadomienia koordynator zatwierdza formularz i Porozumienie, część „DURING THE MOBILITY” i przekazuje dokumenty do akceptacji prodziekana ds. studentów/pełnomocnika Rektora US ds. studiów doktoranckich/zastępcy lub dyrektora Szkoły Doktorskiej US, a po jej uzyskaniu, przesyła formularz i zatwierdzone Porozumienie, część „DURING THE MOBILITY” [do DSM w formie elektronicznej (skan)] oraz pocztą wewnętrzną. W przypadku gdy koordynator nie akceptuje zmiany, informuje o tym bezzwłocznie Dział Spraw Międzynarodowych (osobę kontaktową SMS).
48. Po otrzymaniu zatwierdzonych dokumentów, DSM załącza skany następujących dokumentów w systemie DreamApply:

• zaświadczenie w języku angielskim dot. przedłużenia pobytu
• zaświadczenie do NFZ w celu przedłużenia ważności ubezpieczenia/karty EKUZ
• Porozumienie o Programie Studiów z podpisami właściwego koordynatora/prodziekana/pełnomocnika/zastępcy dyrektora Szkoły Doktorskiej US.

49. Student/doktorant załatwia sprawy związane z ubezpieczeniem (jeśli dotyczy) i załącza w systemie DreamApply skan karty EKUZ/ubezpieczenia o równorzędnym zakresie i ubezpieczenia NNW oraz OC na przedłużony okres studiowania oraz powiadamia mailowo o tym fakcie osobę kontaktową dla wyjazdów na studia w programie Erasmus+: kraje programu w DSM.
50. DSM przesyła studentowi/doktorantowi w formie elektronicznej aneks do umowy stypendialnej dot. przedłużenia pobytu.
51. Student odsyła podpisany w dwóch jednobrzmiących egzemplarzach aneks do umowy stypendialnej do DSM (oryginał dokumentu).
52. Student przedłużający pobyt stypendialny nie otrzymuje dofinansowania na przedłużony okres studiów. Dofinansowanie może zostać przyznane w przypadku powstania rezerwy finansowej środków otrzymanych z Narodowej Agencji Programu Erasmus+ lub w przypadku pozyskania przez Uniwersytet Szczeciński dodatkowych środków, z zachowaniem zasady równego traktowania wszystkich studentów.

53. W ciągu dwóch tygodni od daty kończącej okres stypendialny student/doktorant ma obowiązek dostarczyć następujące dokumenty (chyba, że umowa inter-instytucjonalna stanowi inaczej, co do terminów ich wydania):

• Porozumienie o Programie Studiów (Learning Agreement for Studies), część „BEFORE THE MOBILITY” zatwierdzone (podpisane) przez macierzysty wydział /Szkołę Doktorską US i uczelnię przyjmującą i jeżeli dotyczy,– oryginał do DSM jeśli brana pod uwagę była forma papierowa,
• Część Porozumienia „DURING THE MOBILITY”, changes to the original Learning Agreement” zatwierdzonego (podpisanego) przez macierzysty wydział /Szkołę Doktorską US i uczelnię przyjmującą, jeżeli dotyczy – oryginał do DSM jeśli brana pod uwagę była forma papierowa,
• Część Porozumienia o Programie Studiów (Learning Agreement for Studies): „Section to be completed AFTER THE MOBILITY” zatwierdzonego przez instytucję przyjmującą (zawierające wykaz ocen i daty pobytu na stypendium) wygenerowane z OLA i załączone do DA – oryginał do DSM jeśli brana była pod uwagę wersja papierowa LA,
  lub (opcjonalnie, wystawione jako osobne dokumenty przez uczelnię przyjmującą)
• Zaświadczenie o pobycie na uczelni przyjmującej zawierające daty rozpoczęcia i zakończenia pobytu na stypendium – skan w systemie DreamApply oraz  Wykaz ocen (transcript of Records) pokrywający się z listą przedmiotów zatwierdzonych w Porozumieniu o Programie Studiów (ostateczny program zatwierdzony przez US) – skan w systemie DreamApply
• Część Porozumienia o Programie Studiów (Learning Agreement for Studies): „Section to be completed AFTER THE MOBILITY” zatwierdzona przez macierzysty wydział/Szkołę Doktorską US (część: recognition) za pośrednictwem OLA i stąd wygenerowany plik– oryginał do DSM jeśli brana była pod uwagę wersja papierowa,
• Złożenie w Dziale Obsługi Studenta [Dziekanacie] wewnętrznego dokumentu uczelni dotyczącego osiągniętych efektów kształcenia/uczenia się w czasie realizacji studiów za granicą, zatwierdzonego przez właściwego koordynatora ds. wymiany (wzór do pobrania).

54. Student/doktorant ma też obowiązek wypełnienia ankiety on-line dotyczącej pobytu na stypendium w systemie Mobility Tool+ (Mt+).
55. Student/doktorant powracający z pobytu na stypendium zobowiązany jest również do nawiązania kontaktu z koordynatorem macierzystego wydziału/Szkoły Doktorskiej US i rozliczenia/ zaliczenia pobytu na US.
56. Uznanie studentom okresu pobytu za granicą za równoważny z pobytem w uczelni macierzystej następuje zgodnie z Regulaminem Studiów/Studiów Doktoranckich/Szkoły Doktorskiej w US.
57. Data początkowa pobytu uznana/rozliczona przez US nie może być wcześniejsza niż data podpisania umowy stypendialnej przez studenta/doktoranta.

1. Niniejszym postanawia się, ze ust. 1 zasad otrzymuje brzmienie:
   1. Studenci/doktoranci/absolwenci mogą ubiegać się o ryczałt na koszty podróży wynikający z realizacji podróży niskoemisyjnymi środkami transportu jeśli podróż taka przebiega na ponad połowie realizowanej trasy (na jej większej części), licząc podróż w obie strony. Osoby takie składają w DSM oświadczenie [deklarację] o planowanym przebiegu podróży ze wskazaniem środka lokomocji.
2. Pozostałe warunki pozostają bez zmian.

1. Studenci/doktoranci/absolwenci ubiegający się o ryczałt na koszty podróży wynikający z podróży na całej trasie (a nie jej części) w obie strony środkami lokomocji o niskiej emisji spalin (tzw. „green travel”) składają w DSM oświadczenie [deklarację] o planowanym przebiegu podróży ze wskazaniem środka lokomocji.
2. Ryczałt, o którym mowa zostaje wypłacony wraz z pozostałymi komponentami stypendium E+ zgodnie ze złożonym oświadczeniem.
3. Deklarowany sposób dojazdu na miejsce potwierdzany jest po powrocie w następujący sposób:

• Osoby, podróżujące publicznym środkiem transportu (np. BUS, autokar, kolej) obowiązane są załączyć w systemie Dream Apply skany rachunków/biletów potwierdzających przejazd;
• Data na załączanym rachunku/bilecie nie może pokrywać się z terminem realizacji mobilności (daty w umowie finansowej) ani podróż nie może odbywać się w terminie dłuższym niż jeden miesiąc (30 dni) przed rozpoczęciem mobilności i jeden miesiąc (30 dni) po zakończeniu mobilności (wyjątek stanowi dzień rozpoczęcia/zakończenia podróży, który może być tożsamy z datą rozpoczęcia/zakończenia mobilności);
• Osoby podróżujące na zasadzie wspólnej podróży samochodem osobowym (min 2 osoby) zobowiązane są do złożenia oświadczenia wg. wzoru US.

4. Jeśli podróż nie zostanie potwierdzona w wyżej wymieniony sposób (ust. 3 zasad), student/doktorant/absolwent zostanie wezwany do zwrotu kwoty wynikającej z uprawnień „green travel”.

1. The following persons are eligible for mobility for studies within the Erasmus+ programme:
   • formally registered at the University of Szczecin as a student in a field of study leading to a bachelor’s/engineer’s or master ‚s degree or as participants in doctoral studies/doctoral students at the Doctoral School of the University of Szczecin,
   • those, who successfully passed the recruitment process and were qualified for the mobility.
2. At the time of the departure, a person qualified for the mobility within the Erasmus+ programme should have completed at least the first year of the first-cycle studies.
3. During the Erasmus+ study mobility, the student/doctoral student may not take the diploma examination/defence of the diploma/doctoral thesis.
4. Study mobilities can be carried out at partner universities in countries participating in the Erasmus+ programme, the so-called programme countries and partner countries included in the Programme Guide.
5. A study mobility within the Erasmus+ programme can be realised only under an agreement with a partner university, which provides for student/doctoral student mobility – a “study mobility” signed before its commencement. The partner university in the programme countries must have a so-called ECHE Charter (Erasmus Charter for Higher Education), granted by the European Commission, valid for the academic year 2021/2022, authorising participation in the programme. The partner university outside the programme countries must be a higher education institution recognised by the relevant authorities.
6. The period of study at the partner university lasts from two (covering one or two academic semesters) to twelve months and is completed within the academic year.
7. Students/doctoral students should have guaranteed the recognition of the period of study completed at the partner university as equivalent to the period of study at the University of Szczecin. The ECTS (European Credit Transfer System) is applied for this purpose.
8. A study mobility within the Erasmus+ programme can be realised several times in the entire period of study, with the maximum total duration of the study period and/or traineeship being 12 months at each level of study (1st, 2nd, or 3rd cycle), and in case of a student of a uniform master’s degree programme – 24 months. In each case, the period when a student/doctoral researcher stayed as a scholarship holder in the LLP-Erasmus or Erasmus+ (with or without a scholarship) will be deducted from the maximum total duration.
9. 10. The primary qualification criteria are as follows:

• performance (minimum grade point average in the last completed semester of study is 3.0)
• knowledge of the language of study at the partner university at least at the level specified in the agreement with the partner university. Additionally, candidates may receive 0.5 points for special achievements, activities for the university, etc. Knowledge of a foreign language is a prerequisite for eligibility for the study mobility, while the criterion of grade point average is a prerequisite for funding in case of limited funds allocated to the University of Szczecin from the National Agency of the Erasmus+ Programme 2021-2027.

11. Qualification for study mobility in the Erasmus+ programme is carried out in two stages:

• Qualification conducted at the student’s/doctoral student’s faculty by the International Exchange Coordinators or at the Doctoral School of the University of Szczecin by the Doctoral School Coordinator for International Exchange,
• Verification of the knowledge of the foreign language in which the studies at the partner university will be conducted.

Information on dates and eligibility criteria is generally available to potential candidates for mobility and its  announced by the faculties, among others, by posting information on the website.

12. The qualification applies to one field of study. Students registered in several faculties are obliged to regulate their absence in the way adopted in the given faculty (individual study organisation, dean’s leave).
13. The basic qualification at the faculty for both semesters of the academic year 2021/2022 (for both winter term and summer term) shall take place between 08 February 2021 and 14 March 2021. Additional qualification shall be carried out between 01 and 23 May 2021. The additional qualification applies primarily to mobilities carried out in the summer semester. Mobilities in the winter semester will be implemented provided that the deadlines for sending applications set by the partner universities can be met.
14. Persons taking part in the qualification shall complete an on-line application form in the DreamApply (DA) system available on the website of the International Office. The application should include documents relating to entitlement to a maintenance grant, degree of disability, and language certificates/qualifications and special achievements. Submitting an application in DreamApply is not equivalent to submitting an application at a partner university.
15. The grade point average is completed by the Dean’s Office in the DreamApply (DA) system. The points for additional achievements are completed by the International Exchange Coordinator/Doctoral School Coordinator for International Cooperation in the DreamApply system. Eligibility is decided by a selection committee at the faculty level or within the Doctoral School of the University of Szczecin consisting of three persons (when the number of coordinators in a faculty is less than three), or five persons (when there are three or more designated coordinators in a faculty), including:

• in case of the faculties of the University of Szczecin, all exchange coordinators appointed for the disciplines taught by a given faculty and the Deputy Dean for Students/Dean of a given faculty,
• in case of the Doctoral School of the University of Szczecin – the Doctoral School Coordinator for International Exchange/Deputy Director of the Doctoral School of the University of Szczecin; the Rector’s faculty plenipotentiaries for doctoral studies.

The committee should appoint its president. The committee’s eligibility decision is made by assigning a „nominee” status in the DreamApply system and creating committee ranking list according to an approved template. The ranking list of the committee’s meeting (with qualified and rejected candidates included) is delivered to the International Office by the president of the committee in electronic form in both variants:

– excel file generated on the basis of data from the DA system

– and in the form of an e-mail in which the ranking list is a pasted section (not attached) with pre-completed confirmations from the entire committee, sent to the contact person by the chairman of the committee

by 21 March 2021 at the latest for the basic qualification and by 07 June 2021 for the additional qualification.

16. The candidate has the right to appeal against the decision of the Committee within 5 working days of the announcement of the result of the qualification, to the Vice-Rector for Organisations, whose decision is final.
17. Those who have successfully passed the qualification at the Faculty/Doctoral School of the University of Szczecin level, proceed to the foreign language verification in the mode determined by the International Office.
18. Qualified students are informed by the International Office (the contact person for study mobilities in the Erasmus+ programme) about further formalities and documents related to the mobility: application at the partner university, drawing up a Learning Agreement for Studies, obtaining consent of the home faculty to the mobility, required insurance coverage. Information is provided by email and/or through the DreamApply system.

Qualified applicants shall attach the „BEFORE THE MOBILITY” part of the Learning Agreement for Studies to their application in the DreamApply system before the conclusion of the scholarship agreement.

The minimum number of the ECTS credits required for approval of the Agreement must be in compliance with the number of ECTS credits specified in the study programme for the semester in which the student is going to be mobile, as stipulated in the applicable Study Regulations (applies to students, does not apply to doctoral students). It is recommended that students/doctoral students leave 1 copy of the Agreement with the Dean’s Office/Doctoral School Secretariat.

19. Those who are going to study at partner universities receive funding in the form of a grant, the monthly rate of which depends on the destination country of the scholarship. The scholarship is only paid for the duration of stay in the host university country, and the minimum stay is 2 months. A participant pursuing a course or part of a course remotely/on-line/virtual from their home country (without going abroad) is not entitled to a grant for that period of study.

22. Individual support rates for travel costs only apply to students/doctoral candidates travelling to partner countries from Regions 1-4 and 6-13 listed in the Erasmus+ Programme Guide. The amount of the lump sum for travel costs depends on the distance between the place of departure (Szczecin) and the destination (location of the host institution) according to the following rates:

23. If the round mobility is made by low-emission „green travel”, i.e. the longest part of the journey is made by bus/coach, train, or car-sharing, persons eligible for the travel allowance may apply for additional individual support for subsistence costs for up to an additional 4 days of travel and a travel allowance at the “green travel” rate:

Those who are not entitled to the standard lump sum for travel expenses are entitled to EUR 50 for meeting “green travel” requirements.

“Green travel” needs to be documented: copies of tickets, receipts for accommodation, a statement of the kilometres travelled on the route if the means of transport is shared, other documents proving the costs incurred.

24. Applicants who document in the DA application the fact that they are entitled by the University of Szczecin to a social grant at the time of the realization of the mobility, receive individual support at an increased rate of an additional € 250 / month, regardless of the destination country.
25. Individuals who document in their DA application the fact that they have a recognised degree of disability receive individual support at an increased rate of an additional € 250/month, regardless of their country of destination.

26. The period of co-financing is specified in the scholarship agreement for the mobility, with the maximum period being 4.5 months (135 days) in case of a semester mobility and 9 months (270 days) in case of an annual mobility.
27. The funds which the university receives for the realisation of long-term student mobility for studies are allocated by proportional distribution of the funds at the faculty level, according to the order of the ranking list (grade point average) starting from the faculty with the lowest share of students/doctoral students qualified in the primary qualification in relation to the other faculties.
28. The financial reserve is made, for example, as a result of shorter mobility periods than planned or students’/doctoral candidates’ withdrawal from the mobility. The redistribution of the reserve follows the same pattern as the redistribution of the primary pool.
29. Priority for allocation will be given to those qualified in the primary qualification (held between 08 February and 14 March 2021) and the secondary qualification (held between 01-23 May 2021) over those qualified in any subsequent qualification.
30. The granting of funds for extensions of the mobility period will be possible after funds for the primary period of stay have been granted to all qualified persons, as defined in paragraph 27 of these rules.
31. The grant/individual support awarded to a participant is a subsidy to compensate for the difference between the cost of living in their home country and the cost of living in the host country. It is not assumed that the grant covers the full costs associated with the stay abroad.
32. As far as possible, the university will endeavour to increase the amount of funds for student mobility for studies (SMS) by transferring from the pool of funds allocated to support mobility (OS), by applying for additional funds granted by the Foundation for the Development of the Education System in the redistribution process.

33. A person qualified for the mobility becomes formally a beneficiary of the Erasmus+ – study mobility programme by signing a scholarship agreement. The agreement is the basis for the transfer of the grant amount to the bank account number provided in the DreamApply application form. The agreement specifies the rate and total amount of the grant received, the duration of the stay (if physical/on-site mobility), the funding period and the mutual obligations of the student and the home university.
34. The participant signs a financial agreement with the home university at least 14 days before the planned start date of mobility.
35. Mobility planned by a participant to their home country may be carried out if there are no other applicants for mobility. Students going to their country of origin are less likely to acquire additional cultural, social, and language competences.
36. The number of ECTS credits should be between 28 and 32 per semester for the courses/components completed at the host university, depending on the number of ECTS credits foreseen for the specific study programme in the semester in which the student’s mobility takes place. It is assumed that a study period abroad of a full academic year requires 60 ECTS credits. If, during the OLA/LA preparation phase, it turns out that there are programme differences to be completed by the student on their return, the number of credits allocated to these courses is subtracted from the number of credits per semester (e.g. 30 ECTS credits minus 9 ECTS credits for the difference, leaving 21). The minimum number of ECTS credits to validate the Agreement is 21 (Table A and B). An exception can be made for programme participants with a programme difference of only one subject worth more than 9 ECTS credits, but it is recommended that they take extra/additional subjects. Students/doctoral students should leave 1 copy of the Agreement with the Dean’s Office.

Additional information:

– the curriculum differences include subjects such as: translation from Polish and vice versa for language studies, methodology of foreign language teaching, didactics, practical part – teaching at school;

– the programme difference may be a seminar if the supervisor does not agree in writing for the student to realise its equivalent at the receiving university; the equivalent may be seminars, conversation classes, and other forms differing from lectures, assuming the student’s active participation in substantive discussions;

– the recognition of a given subject in the study programme of the University of Szczecin as a programme difference is decided by the relevant International Exchange Coordinator at faculties/Doctoral School, after comparing syllabuses included in the offer of other universities, taking into account significant differences in learning outcomes that make it impossible to realise the subject abroad at the partner university.

37. The condition for the scholarship agreement to be signed is:

– a representative of a host university;

• if the university (sending or partner university) is not yet in the OLA system, a paper Learning Agreement document; validated with all signatures:

– student / doctoral student,

– the responsible International Exchange Coordinators in the department of the University of Szczecin or in the Doctoral School

– a representative of a host university.

C. attaching scans of the following documents in the DreamApply system:

• consent of the home faculty/Doctoral School of the University of Szczecin to the mobility. Departure is conditional on obtaining the consent of the Dean’s authorities (1st and 2^nd cycle students)/ Rector’s plenipotentiaries for doctoral studies (doctoral students)/director of the Doctoral School of the University of Szczecin, which can be applied for after successfully passing the session in the semester preceding the departure. Students/doctoral students attending seminars should also inform their supervisors about the mobility and agree on the method of contact and settlement of the seminar. Students/doctoral students are also required to agree on how any curriculum differences are to be credited.
• students in their final year of studies are additionally obliged to enclose the supervisor’s consent to mobility;
• acceptance letter/email from the host university confirming acceptance of the application
• in case of mobility involving travel, documents providing evidence of the insurance cover required: obligatorily: health insurance, accident insurance, covering medical transport, and third party liability insurance;
• in case of mobility carried out only remotely/on-line, the student/doctoral student is obliged to have a third-party liability insurance for the duration of the mobility if required by the host institution;
• information from the host institution – in what form the classes will be conducted; the form of on-line/remote classes does not justify the necessity to leave; the necessity to realise mobility in a physical form/on-site, i.e. with the necessity to leave results from the confirmation by the host university that at least one course/component chosen by the student will be taught in a traditional form, i.e. with the necessity to participate on–site;
• if applicable: certificate concerning the degree of disability, certificate concerning the social grant received in the academic year in which the mobility is being made.

38. Before going on the scholarship, the student/doctoral student is obliged to take a language test in the Online Linguistic Support (OLS) platform.
39. The study mobility agreement is concluded for the period resulting from the agreement with the partner university, i.e. a semester or 2 semesters (1 academic year). A person who has applied for a semester stay under the annual agreement signs a scholarship agreement for one semester. A doctoral student may be away for a semester or two semesters, depending on the terms of the agreement with the partner university.

40. The scholarship holder has the right to amend the Learning Agreement by substituting, dropping, or adding subjects no later than 4 weeks after the start of classes.
41. If a course is removed from the LA in Table A and cannot be replaced by another course consistent with the study programme pursued – the equivalent in Table B, the course should be completed upon return at the home university.
42. If a student/doctoral student pursues additional courses at the host university, i.e. outside their field of study, these courses are recognised on the basis of the LA and are included in the diploma supplement.
43. Changes can be introduced subject to the approval of the home faculty (International Exchange Coordinator) or the Doctoral School (Doctoral School Coordinator for International Exchange) of the University of Szczecin within 1 month after start of classes at the partner university. It is unacceptable that a student/doctoral student changes courses arbitrarily without informing the university of the changes and returns with credits that do not correspond to the approved Learning Agreement. This may be treated as a failure to comply with the terms of the agreement and may lead to the consequent need to return the grant and the non-recognition of completed but not previously accepted courses.
44. In order to make changes to the Learning Agreement, one has to:
    • contact the International Exchange Coordinator/Doctoral School Coordinator for International Exchange of the University of Szczecin (email) as soon as possible (beginning of semester) and get primary approval for the proposed change,
    • (after pre-approval) fill in the Online Learning Agreement (OLA) or the paper LA part „DURING THE MOBILITY, CHANGES TO THE ORIGINAL LEARNING AGREEMENT„, get confirmation from the coordinators of the partner university,
    • Obtain the confirmation of the OLA or the paper form of the LA part of „DURING THE MOBILITY, CHANGES TO THE ORIGINAL LEARNING AGREEMENT” from the relevant coordinator

After approving the changes, attach the generated OLA document (all signatures including your own) or a scan of the LA document to the application in DreamApply.

45. Student/doctoral student obtains permission from the partner university to extend their stay using the ERASMUS+2021-2027 studies extension form.
46. The student/doctoral candidate shall attach scans of the following documents in the DreamApply system no later than 30 November 2021:

• a completed, signed by the student/doctoral student and accepted by the host institution ERASMUS+ 2021-2027 studies extension form
• Learning Agreement signed by the student/doctoral student and accepted by the host institution generated from the OLA or Learning Agreement in paper version part „DURING THE MOBILITY”

and notify a contact person for Erasmus+ study mobilities at the IO via e-mail and the relevant International Exchange Coordinator or the Doctoral School Coordinator for International Exchange.

47. Within 5 working days of receiving the notification, the coordinator approves the form and the Learning Agreement, „DURING THE MOBILITY” part, and forwards the documents to the Deputy Dean for Students/Rector’s plenipotentiary for Doctoral Studies/Deputy or Director of the Doctoral School of the University of Szczecin for approval, and upon approval, sends the form and the approved Learning Agreement, „DURING THE MOBILITY” part, to the International Office [in the electronic version (scan) and] by internal mail. If the coordinator does not accept the change, they shall immediately inform the International Office (SMS contact person).
48. Upon receipt of the approved documents, the IO shall attach the scans of the following documents in the DreamApply system:

• certificate in English for extension of stay
• certificate to the National Health Fund for the renewal of insurance/EHIC card
• Learning Agreement for Studies with signatures of the relevant coordinator/deputy dean/plenipotentiary/deputy director of the Doctoral School of the University of Szczecin.

49. The student/doctoral student arranges the insurance (if applicable) and attaches a scan of the EHIC/equivalent insurance card and the accident and personal liability insurance for the extended period of study in the DreamApply system and notifies by e-mail the contact person for study mobilities in the Erasmus+: Programme countries in the IO.
50. The IO sends the student/doctoral student an electronic addendum to the scholarship agreement concerning the extension of the stay.
51. The student sends back the scholarship agreement addendum signed in duplicate to the IO (original document).
52. A student extending a scholarship stay does not receive funding for the extended period of study. A subsidy may be granted in case of a financial reserve of funds received from the National Agency of the Erasmus+ Programme or in case the University of Szczecin obtains additional funds, respecting the principle of equal treatment of all students.

53. Within two weeks of the end of the scholarship period, the student/doctoral student must provide the following documents (unless the inter-institutional agreement stipulates otherwise regarding the deadlines for their issuance):
    • Learning Agreement, part „BEFORE THE MOBILITY”, approved (signed) by the home faculty/Doctoral School of the University of Szczecin and the host university,- original to the IO if paper form was considered,
    • Learning Agreement, part „DURING THE MOBILITY”, changes to the original Learning Agreement” approved (signed) by the home faculty/Doctoral School of the University of Szczecin and the host university, if applicable – original to the IO if paper form was considered,
    • Learning Agreement for Studies, part “Section to be completed AFTER THE MOBILITY” approved by the host institution (including a list of grades and dates of stay on the scholarship) generated from OLA and attached to DA – original to the IO if paper version of LA was considered,

or (optionally, issued as separate documents by the host university)

• Certificate of attendance of the host university with the start and end dates of the scholarship – scan in DreamApply and Transcript of Records corresponding to the list of courses approved in the Learning Agreement (final programme approved by the University of Szczecin) – scan in DreamApply
• Part of the Learning Agreement for Studies: “Section to be completed AFTER THE MOBILITY” approved by the home faculty/Doctoral School of the University of Szczecin (section: recognition) via OLA and from there generated file – original to the IO if paper version was considered,
• Submission to the Dean’s Office of the university’s internal document on the learning outcomes achieved while studying abroad, approved by the relevant exchange coordinator (sample to be downloaded).

54. The student/doctoral student is required to complete an on-line questionnaire about their stay at the scholarship in the Mobility Tool+ (MT+) system.
55. A student/doctoral student returning from a scholarship stay is also obliged to contact the coordinator of their home faculty/Doctoral School and settle/credit the stay at the University of Szczecin.
56. Recognition of students’ period of stay abroad as equivalent to their stay at their home institution is done in accordance with the Rules and Regulations of Studies/Doctoral Studies/Doctoral School at the University of Szczecin.
57. The start date of the stay as recognised/accounted for by the University of Szczecin cannot be earlier than the date the student/doctoral student signs the scholarship agreement.

1. It is hereby decided that par. 1 of the Rules is replaced by the following:
   1. Students/doctoral students/graduates applying for a lump sum for travel costs resulting from using low-emissions means of transport (so-called „green travel”) for the main part of the travel (for more than a half of the travel distance) shall submit to the International Relations Department a declaration [statement] of the planned itinerary indicating the means of transport.
2. Other conditions remain unchanged.

1. Students/doctoral students/graduates applying for a lump sum for travel costs resulting from a return journey of the entire route (and not part of it) by means of low-emission transport (so-called „green travel”) shall submit to the International Office a declaration of the planned itinerary indicating the means of transport.
2. The lump sum in question shall be paid together with the other components of the E+ grant in accordance with the declaration submitted.
3. The declared method of arrival at the venue shall be confirmed on return as follows:

• Persons travelling by public transport (e.g. bus, coach, railway) are required to upload into DreamApply a scan of their receipts/tickets;
• The date on the uploaded receipt/voucher may not coincide with the date of implementation of the mobility (dates in the financing agreement) nor may the journey take place more than one month (30 days) before the start of the mobility and one month (30 days) after the end of the mobility (the exception is the start/end date of travel, which may be the same as the start/end date of mobility);
• Persons travelling on the basis of a shared car journey (min 2 persons) are obliged to submit a declaration [statement] according to the US model.

4. If the trip is not confirmed in the aforementioned way (paragraph 3 of the rules), the student/doctoral student/graduate will be asked to refund the amount resulting from the „green travel” entitlement.

Erasmus Student Charter ENG

Zasady realizacji mobilności studentów zostaną opracowane i w tym miejscu umieszczone po opublikowaniu przez Komisję Europejską (KE) Przewodnika po programie i publikacji wytycznych przez Narodową Agencję programu w Polsce – Fundacji Rozwoju Systemu Edukacji (NA-FRSE). Ponieważ przybliżony znany termin publikacji to marzec 2021, prosimy o zapoznanie się z zasadami realizacji dot. roku akademickiego 2020/21, większość zapisów może zostać aktualna w zależności od kształtu nowego programu.

I. Kryteria formalne uprawniające do wyjazdu

1. Do wyjazdu na studia w programie Erasmus+ do krajów programu uprawnione są osoby:
   • formalnie zarejestrowane w Uniwersytecie Szczecińskim jako studenci kierunku studiów prowadzących do otrzymania dyplomu studiów licencjackich/inżynierskich, magisterskich lub jako uczestnicy studiów doktoranckich/doktoranci w Szkole Doktorskiej Uniwersytetu Szczecińskiego,
   • które pomyślnie przeszły proces rekrutacji i zostały zakwalifikowane do wyjazdu.
2. W momencie wyjazdu osoba zakwalifikowana do wyjazdu na studia w programie Erasmus+ powinna mieć ukończony co najmniej pierwszy rok studiów I stopnia.
3. W trakcie trwania wyjazdu na studia w programie Erasmus+ student/doktorant nie może przystąpić do egzaminu dyplomowego/obrony pracy dyplomowej/doktorskiej.
4. Wyjazd na studia może być zrealizowany do uczelni partnerskich z krajów uczestniczących w programie Erasmus+, tzw. krajów programu.
5. Wyjazd na studia w programie Erasmus+ może być zrealizowany tylko w ramach umowy z uczelnią partnerską, która przewiduje mobilność studentów/doktorantów „wyjazd na studia”. Uczelnia partnerska musi posiadać  tzw. Kartę ECHE (Erasmus Charter for Higher Education), przyznaną przez Komisję Europejską, ważną na rok akademicki 2021/2022, uprawniającą do uczestnictwa w programie.
6. Okres studiów w uczelni partnerskiej trwa od trzech do dwunastu miesięcy i jest realizowany w ramach danego roku akademickiego.
7. Studenci/doktoranci powinni mieć zagwarantowane uznanie okresu studiów zrealizowanych w uczelni partnerskiej za równoważny z okresem studiów w Uniwersytecie Szczecińskim. W tym celu stosuje się system ECTS (European Credit Transfer System).
8. Wyjazd na studia w programie Erasmus+ można zrealizować wielokrotnie w całkowitym okresie studiowania, przy czym maksymalny łączny okres pobytu na studiach oraz/lub praktyce wynosi 12 miesięcy na każdym stopniu studiów (I, II lub III), a w przypadku studenta jednolitych studiów magisterskich – 24 miesiące. W każdym przypadku od maksymalnego łącznego okresu stypendialnego zostanie odjęty okres, przez który student/doktorant przebywał w przeszłości jako stypendysta LLP-Erasmus lub Erasmus+ (ze stypendium lub bez).
9. Realizacja wyjazdu musi nastąpić zgodnie z zasadami określonymi w przewodniku po programie Erasmus + oraz z wytycznymi Narodowej Agencji programu w Polsce – Fundacji Rozwoju Systemu Edukacji.

Powyższe kryteria mogą ulec niewielkim zmianom w zależności od zasad wynikających a ust. 9. niniejszych kryteriów.

II. Kwalifikacja

10. Podstawowymi kryteriami kwalifikacji są wyniki w nauce (minimalna średnia ocen z ostatniego zaliczonego semestru studiów wynosi 3,0) oraz znajomość języka, w którym realizowane będą studia na uczelni partnerskiej, co najmniej na poziomie określonym w umowie z uczelnią partnerską. Dodatkowo kandydaci mogą otrzymać 0,5 punktu za szczególne osiągnięcia, działalność na rzecz uczelni, etc. Znajomość języka obcego jest warunkiem koniecznym do zakwalifikowania do wyjazdu na studia, natomiast kryterium średniej ocen warunkuje przyznanie dofinansowania w przypadku ograniczonych środków przyznanych US z Narodowej Agencji Programu Erasmus+ 2021-2027. Kwalifikacja na wyjazd na studia w programie Erasmus+ odbywa się dwuetapowo:
    • Kwalifikacja prowadzona na macierzystym wydziale studenta/doktoranta przez koordynatorów ds. wymiany międzynarodowej lub w Szkole Doktorskiej US przez koordynatora szkoły doktorskiej ds. wymiany międzynarodowej,
    • Weryfikacja znajomości języka obcego, w którym realizowane będą studia na uczelni partnerskiej.

    Informacja o terminach i kryteriach kwalifikacji powinna być ogólnie dostępna dla potencjalnych kandydatów na wyjazdy i zostać ogłoszona przez wydział m.in. poprzez zamieszczenie informacji na stronie internetowej.

11. Kwalifikacja dotyczy jednego kierunku studiów, zatem studenci zarejestrowani na kilku kierunkach zobowiązani są do uregulowania kwestii swojej nieobecności w sposób przyjęty na danym wydziale (indywidualna organizacja studiów, urlop dziekański).
12. Podstawowa kwalifikacja wydziałowa na oba semestry roku akademickiego 2021/2022 (zarówno na semestr zimowy, jak i semestr letni) odbywa się w terminie 08 lutego 2021 – 14 marca 2021r. Dodatkowa kwalifikacja prowadzona jest w terminie 01– 23 maja 2021r. Dodatkowa kwalifikacja dotyczy przede wszystkim wyjazdów realizowanych w semestrze letnim. Wyjazdy w semestrze zimowym będą realizowane pod warunkiem, że będzie możliwe dotrzymanie terminów przesyłania zgłoszeń wyznaczonych przez uczelnie partnerskie.
13. Osoby przystępujące do kwalifikacji wypełniają formularz aplikacyjny on-line w systemie DreamApply dostępny na stronie Działu Spraw Międzynarodowych. W zgłoszeniu należy uwzględnić dokumenty związane z uprawnieniami POWER i posiadane certyfikaty/uprawnienia językowe oraz szczególne osiągnięcia. Przesłanie zgłoszenia w DreamApply nie jest równoznaczne ze zgłoszeniem w uczelni partnerskiej.
14. Średnia ocen uzupełniana jest przez dziekanat w systemie DreamApply. Punktacja za dodatkowe osiągnięcia uzupełniana jest przez koordynatora ds. wymiany międzynarodowej/koordynatora szkoły doktorskiej  ds. wymiany międzynarodowej w systemie DreamApply. Decyzję o zakwalifikowaniu podejmuje komisja kwalifikacyjna na poziomie wydziału lub w ramach Szkoły Doktorskiej US składająca się z trzech osób (gdy liczba koordynatorów na wydziale nie przekracza trzech) pięciu osób (gdy koordynatorów wyznaczonych na danym wydziale jest trzech lub więcej), w tym:
    • w przypadku wydziałów US – wszystkich Koordynatorów ds. wymiany powołanych dla dyscyplin prowadzonych  przez dany wydział oraz Prodziekana ds. Studentów/Dziekana danego wydziału,
    • w przypadku Szkoły Doktorskiej US – koordynatora szkoły doktorskiej ds. wymiany międzynarodowej oraz Dyrektora Szkoły Doktorskiej US.

    Komisja powinna wyznaczyć przewodniczącego. Decyzja o zakwalifikowaniu komisji następuje poprzez nadanie statusu „nominowany” w systemie DreamApply oraz stworzenie protokołu z posiedzenia komisji według zatwierdzonego wzoru. Protokół z posiedzenia komisji wraz z listą rankingową osób zakwalifikowanych jest dostarczany do Działu Spraw Międzynarodowych przez przewodniczącego komisji w formie elektronicznej w obu wariantach:
    – plik Excel wygenerowany na podstawie danych z systemu DreamApply
    – oraz w formie e-mail, w którym protokół stanowi część wklejoną do jego treści (nie w załączeniu) z zebranymi wcześniej potwierdzeniami uzyskanymi od całego składu komisji , przesyłany do osoby kontaktowej przez przewodniczącego komisji
    najpóźniej do 21 marca 2021 r. dla kwalifikacji podstawowej oraz do 07 czerwca 2021r. dla kwalifikacji dodatkowej. 

15. Kandydatowi przysługuje prawo odwołania się od decyzji Komisji do Prorektora ds. Organizacji w terminie 5 dni roboczych od ogłoszenia wyniku kwalifikacji, którego postanowienie jest ostateczne.
16. Osoby, które pomyślnie przeszły kwalifikację na poziomie wydziału/Szkoły Doktorskiej US, przystępują do weryfikacji języka obcego w trybie określonym przez Dział Spraw Międzynarodowych.
17. Osoby zakwalifikowane informowane są przez Dział Spraw Międzynarodowych – osobę kontaktową dla wyjazdów na studia w programie Erasmus+: kraje programu o dalszych formalnościach i dokumentach dotyczących wyjazdu (zgłoszenie w uczelni partnerskiej, sporządzenie Porozumienia o programie studiów – Learning Agreement for Studies, uzyskanie zgody macierzystego wydziału na wyjazd, wymagany zakres ubezpieczenia). Informacje przekazywane są drogą mailową lub/i poprzez system DreamApply.Osoby zakwalifikowane przed podpisaniem umowy stypendialnej załączają do zgłoszenia w systemie DreamApply Porozumienia o Programie Studiów – Learning Agreement for Studies część Porozumienia „BEFORE THE MOBILITY”.Minimalna liczba punktów ECTS pozwalająca na zatwierdzenie Porozumienia musi być zgodna z liczbą punktów ECTS przewidzianą programem studiów dla semestru, w którym student realizuje mobilność, zgodnie z zapisem obowiązującego Regulaminu Studiów (dotyczy studentów, nie dotyczy doktorantów). Zaleca się, aby studenci/doktoranci zostawiali 1 egzemplarz Porozumienia w Dziale Obsługi Studenta.

Rules for student mobility will be elaborated and published here after the publication of the Programme Guide by the European Commission (EC) and the publication ofguidelines by the National Agency for the Erasmus+ Programme in Poland Foundation for the Development of the Education System (NA-FRSE). As the approximate known date of publication is March 2021, please read the implementation rules for the academic year 2020/21, most of the provisions may be updated depending on the shape of the new programme.

I. Formal eligibility criteria for mobility

1. People are entitled to go to study in the Erasmus+ programme countries:
   • formally registered at the University of Szczecin as a student in a field of study leading to a bachelor’s/engineer’s or master’s degree or as a participant in a doctoral/doctoral programme at the Doctoral School of the University of Szczecin,
   • who successfully passed the recruitment process and were qualified for the mobility.
2. At the time of departure, a person qualified for a mobility for studies within the Erasmus+ programme should have completed at least the first year of undergraduate studies.
3. During the Erasmus+ mobility for studies, the student/doctoral student may not take the diploma examination/defence of the diploma/doctoral thesis.
4. Study visits can be made to partner universities from countries participating in the Erasmus+ programme, the so-called programme countries.
5. A mobility for studies within the Erasmus+ programme can be realised only under an interinstitutional agreement with a partner university, which provides for student’s/doctoral students’ „mobility for studies”. The partner university must have the so-called ECHE Charter (Erasmus Charter for Higher Education), granted by the European Commission, valid for the academic year 2021/2022, authorising participation in the programme.
6. The period of study at the partner university lasts between three and twelve months and is completed within a given academic year.
7. Students/doctoral students should be guaranteed recognition of the period of study completed at the partner university as equivalent to the period of study at the University of Szczecin. For this purpose, the ECTS system (European Credit Transfer System) is used.
8. The same student may participate in mobility periods totalling up to 12 months maximum per each cycle of study (I,II or III) independently of the number and type of mobility activities. In one-cycle study programmes, students can be mobile for up to 24 months.Participation with a zero-grant from EU funds counts as well towards this maximum duration.Prior experience under LLP-Erasmus Programme and/or as Erasmus Mundus scholarship holders counts towards the 12/24 months per study cycle.
9. The mobility  must be implemented in accordance with the rules defined in the Erasmus + Programme Guide and with the guidelines of the National Agency for the Erasmus+ Programme – Foundation for the Development of the Education System.

These criteria may be subject to minor changes depending on the rules resulting from paragraph 9 of these criteria.

II. Qualification

10. The basic eligibility criteria are academic performance (the minimum average grade in the last completed semester of studies is 3.0) and knowledge of the language of studies at the partner university, at least at the level specified in the interinstitutional agreement with the partner university. Additionally, candidates may be awarded 0.5 point for special achievements, activities for the benefit of the university, etc. Knowledge of a foreign language is a prerequisite for eligibility for study mobility, whereas the criterion of the grade point average is a prerequisite for granting the subsidy in the case of limited funds allocated to the US from the National Agency for the Erasmus+ Programme. The eligibility for a mobility for studies in the Erasmus+ programme is carried out in two stages:
    • Qualification conducted at the student’s/doctoral candidates home faculty by the International Exchange Coordinators or at the US Doctoral School by the Doctoral School International Exchange Coordinator,
    • Verification of the knowledge of the foreign language in which the studies at the partner university will be conducted is organized on the central level.

    Information on dates and eligibility criteria should be made generally available to potential candidates for mobility and should be announced by the faculty inter alia, by posting information on its website.

11. The qualification applies to one field of study, so students registered in several degree programmes  are obliged to settle the question of their absence in the manner adopted in the given faculty (individual study organisation, dean’s leave).
12. The primary faculty qualification for both semesters of the academic year 2021/2022 (for both winter term and summer term) is conducted between 08 February 2021 – 14 March 2021. The additional qualification is conducted between 01- 23 May 2021r. The additional qualification concerns mainly mobilities in the summer semester. Departures in the winter semester will be organised provided that the deadlines for sending applications set by partner universities can be met.
13. Applicants for the qualification shall fill in an online application form in the DreamApply system available on the website of the International Office. The application form should include documents related to POWER programme eligibility and language certificates/qualifications held and special achievements. Submitting an application in DreamApply is not the same as submitting an application to a partner university.
14. The grade point average is completed by the Dean’s Office in the DreamApply system. Points for additional achievements are completed by the International Exchange Coordinator/Doctoral School International Exchange Coordinator in the DreamApply system. The eligibility decision is made by a selection committee at the faculty level or within the US Doctoral School consisting of three persons (when the number of coordinators in the faculty does not exceed three) five persons (when there are three or more designated coordinators in the faculty), including:
    • in the case of US faculties, all exchange coordinators appointed for the disciplines taught by a given faculty and the Deputy Dean for Students/Dean of a given faculty,
    • in the case of the US Doctoral School, the coordinator of the doctoral school for international exchange and the Director of the US Doctoral School.

    The committee should appoint a chairperson. The decision on the committee’s eligibility is made by assigning the status of “nominowany” („nominee”) in the DreamApply system and creating the ranking list according to the approved template.  The ranking list of the qualified persons shall be delivered to the International Office  by the chair of the committee in electronic form in both variants:
    – Excel file generated from DreamApply data
    – and in the form of an e-mail in which the ranking list is a pastedown section (not attached) with pre-completed confirmations from the entire committee, sent to the contact person by the chairman of the committee
    by 21 March 2021 at the latest for the primary  qualification and by 07 June 2021 for the additional qualification. 

15. The candidate has the right to appeal against the decision of the Committee to the Vice-Rector  for Organisation within 5 working days of the announcement of the result of the qualification, whose decision is final.
16. Those who have successfully passed the qualification at the Faculty/Doctoral School level of the US, proceed to the foreign language verification in the mode determined by the International Office.
17. Qualified students are informed by the International Office – the contact person for mobility for studies  in the Erasmus+ programme: programme countries  about further formalities and documents regarding the mobility  (application at the partner university, drawing up a Learning Agreement for Studies, obtaining consent of the home department to the trip, required insurance coverage). Information is provided by e-mail and/or through the DreamApply system.Qualified applicants attach the „BEFORE THE MOBILITY” part of the Learning Agreement for Studies to their application in the DreamApply system.The minimum number of ECTS credits required for approval of the Learning Agreement must be in compliance with the number of ECTS credits specified in the study programme for the semester in which the student is granted mobility, as stipulated in the binding Study Regulations (applies to students, does not apply to doctoral students). It is recommended that students/doctoral students leave 1 copy of the Agreement in the Student Services Department.
